***: The Principal Policy and Engagement Officer will form part of a team that is responsible for developing, implementing, and monitoring a new International Recruitment Program. The program aims to boost the Victorian healthcare workforce by supporting both Australian healthcare workers living abroad to return home and international healthcare workers who have secured ongoing employment in Victorian health services to relocate to Australia.

The new team will lead procurement projects to support talent searching and sourcing of international recruits.

The team will also lead the development and implementation of packages to support the relocation of new international healthcare workers to Victorian health services as well as developing packages for health services to support the onboarding, transition to practice and provision of applicable social supports for their new recruits.

As part of this work, the team will support the development of a new campaign to market Victoria as a destination of choice for healthcare workers.


The Principal Policy and Engagement Officer will be responsible for providing strategic policy and engagement advice relating to the International Recruitment Program, influencing policy and project development.

The Principal Policy and Engagement Officer will oversee and lead engagement approaches and relationship management within the program. The Principal Policy and Engagement Officer also provides mentorship, feedback and guidance to the International Recruitment team

Accountabilities:


  • Provide high quality business intelligence, authoritative advice and sound policy recommendations to senior management and government based on comprehensive research.
  • Oversee the development of policy and engagement initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters.
  • Review and report on high priority issues, risks and trends and prepare and present comprehensive reports, ministerial briefs and cabinet and agency submissions on complex issues.
  • Proactively build, collaborate and maintain effective working relationships with key stakeholders to facilitate a partnership approach.
  • Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
  • Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.
  • Identify emerging complex or highly sensitive issues, risks and trends impacting on the successful achievement of objectives and priorities and develop innovative solutions and options.
  • Develop highquality briefings, meeting papers, presentations and correspondence, consistent with key policy objectives for a range of audiences including Ministers, departmental executives and central agencies.
  • Respond flexibly and adapt approaches in order to deliver outcomes in the face of uncertainty.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
