What does the business unit do?


Emergency Management, within the Department of Justice and Community Safety works closely with government and agencies across the emergency management portfolio.

The group is led by the Deputy Secretary, Emergency Management. Emergency Management includes the department's emergency management accountabilities and statutory entities and offices.


Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.

EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).


The purpose of the Operations directorate is to lead the emergency operational coordination and state operations in Victoria by working with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.


What will the Manager Intelligence and Mapping do?

  • Lead the Intelligence & Mapping Analytics Team
  • Produce high quality intelligence (including mapping and predictive services products) to inform operational decision making in the State Control Centre
  • Develop and implement strategic intelligence analysis, predictive services and mapping products and programs

What skills and knowledge should the Manager Intelligence and Mapping have?

  • Strong leadership and team management skills
  • Proven experience in intelligence and analytics
  • Experience in geospatial mapping and predictive services, ideally in a fast paced, high consequence environment
  • Strong stakeholder skills to initiate and maintain effective and productive relationships
