The Role

The Program Manager Officer role sits within the Business Optimisation team whose primary purpose is to provide ongoing development and review of Training Force Systems enabling all personnel to deliver outcomes in the most effective manner to achieve Training Force's mission.

The team optimise strategies and practices to find efficient ways of working through improved workflows, frameworks and systems.


As the Program Manager Officer, you will be responsible for managing and driving business and process improvements to deliver change that will enhance stakeholder experience, efficiency and outcomes.

You will lead improvement projects to desired future states, as well as driving assurance activities around the implementation, lessons learnt, and effectiveness of the governance system whilst developing continuous improvement and enterprise level risk management activities.


The Program Manager will be accountable for providing secretariat and analyst support to the key governance committees and contribute to strategic planning, policy development and project management activities within the Project Management Office (PMO).

Reporting to the Deputy Director Business Optimisation, you will assist in driving continual improvement projects related to work practices and Training Force's approach to knowledge management.


The Program Manager role will require you to be accountable to set work priorities and manage workflow and may require you to lead a team to produce quality of work within the PMO.

An APS6 Program Manager Officer will have considerable level of stakeholder engagement and will liaise with stakeholders in relation to complex issues.

They will be required to identify, anticipate and respond to stakeholders needs and expectations to achieve work unit and Defence outcomes.


About our Team
The Business Optimisation Team sits within the Deputy Commodore Training Directorate at Navy Training Force Headquarters. The team provides business optimisation services to Training Force to enable timely, efficient and accurate decision-making.

The team aims to identify and implement new methods and processes that seek to redesign and streamline, ensuring a continual improvement cycle is in place.

This role reports to the Deputy Director Business Optimisation currently located at Training Force Headquarters, Campbell Park.

To be successful in this role you will:

  • Be accountable for the review, development and implementation of frameworks, policies, processes and procedures within Training Force, that are consistent with Defence governance requirements.
  • Design and implement strategies to improve the effectiveness of governance and to analyse information to identify and exploit continuous improvement opportunities and suggest alternative courses of action to problems.
  • Manage the secretariat support for the governance structure ensuring that information flows securely to the right people.
  • Have a high standard of written communication skills;
  • Work strategically, by identifying emerging issues and exercising initiative, under limited direction;
  • Develop and maintain internal and external relationships with our stakeholders;
  • Be able to work in a fluid environment by remaining flexible, agile and adaptable;
  • Be committed to ongoing selfimprovement and professional development.
