The International Affairs Unit is responsible for advancing and prosecuting the commercial and strategic interests of the enterprise in all key international regulatory/commercial forums (e.g. UPU, APPU, APP, CCPA, WTO, FTA negotiating bodies, IPC and KPG). It serves as a Centre of excellence providing enterprise wide strategic and advisory services on international regulatory/policy matters.

It acts as the voice of the enterprise in the liaison in external relations with the Australian Government, foreign governments, postal regulators and other postal administrations.

The unit is responsible for the development and maintenance of transparent and inclusive stakeholder engagement processes that draw on the best available expertise and ensure stakeholder "buy-in" and alignment.


The Manager International Regulations & Policy will be a senior member of a team of highly qualified experts that will deliver these services.

The position is a direct report to the Head of International Regulatory Affairs.


Your Accountabilities will include:


  • Provide strategic, regulatory and policy advice (ongoing and ad hoc) to the enterprise on international regulatory issues, including on dealings with: UPU, APPU, APP, KPG, WTO, UNCTAD, OECD, etc.
  • Advise on regulatory and compliance risks in relevant global markets for the execution of the plans and transactions of the International portfolio.
  • Represent Australia Post in designated UPU Committees and Working Groups.
  • Represent Australia Post in negotiations in relevant international regulatory and industry bodies.
  • Provide executive support to unit head in managing: (a) the unit; (b) the relationship with internal stakeholders and customers; (c) the formal relationship with the government on international affairs; and (d) formal relationship with relevant international organizations including the UPU.
  • Support and help manage, as required, the interactions of the International Portfolio with relevant Australian regulators and other government agencies.
  • Provide advice in the drafting, and negotiating, of bilateral and commercial agreements, joint ventures, partnerships, etc.
  • Monitor, analyse and advise on trade and policy developments (e.g. FTAs) in key markets (US, EU, Japan) and in the postal and commercial freight businesses.
  • Assist other areas of the enterprise to resolve international disputes, including providing advice on, participating in negotiations and drafting agreements relating to the disputes.
  • Manage substantive preparations and formulate policy positions for formal decision making meetings in the UPU, APPU, APP and IPC, including by preparing papers, reviewing proposals, seeking internal input, establishing our position, then representing it at meetings.
  • Understanding key market drivers help create and seize international business opportunities for Australia Post and coordinate with internal areas to ensure they are followed through.
  • Undertake regular stakeholder consultation by developing appropriate and informed agendas, gathering feedback on specific issues, providing timely debriefings on the outcomes of international meetings and staging general information sessions on relevant topics.

About you

Experience

  • Extensive experience (minimum of 10 years) working in an international regulatory, policy and or business environment.
  • Significant experience with engaging and influencing a range of stakeholders, including regulators, foreign governments and global corporations.
  • Significant experience in developing and executing policy briefs.
  • Demonstrated track record in the provision of advice to senior leadership teams on regulatory matters, risks and opportunities.

Knowledge & Skills

  • Tertiary Qualifications in law and/or international relations, economics, business
  • Extensive knowledge of the regulatory and governance environment in multiple jurisdictions internationally.
  • Cultural awareness and sensitivity, the ability to understand and adapt behavior to suit different countries cultural norms and business relationship requirements.
