Responsibilities
- Provide expertise and support to the client's officers on the procurement of goods or services in accordance with statutory requirements, and the client's policies and procedures.
- Regular review of procurement policies, procedures, processes and documentation to ensure compliance with local government legislation and best practice and to support efficient and effective service delivery.
- Ongoing review of outstanding purchase orders.
- Review and analyse spend data to identify trends and ensure compliance with the client's policy and tender thresholds.
- Regular internal reviews of payments for conformity to procurement policy and legislation.
- Administer the Contract Management and Tendering processes in accordance with statutory requirements and Council policy.
- Provide support for the development of tender and contract documents and the calling of tenders and quotes in accordance with Council policies and budget allocations.
- Assist in the preparation, advertising, meetings and closing and evaluation of Tender/Quotation, in accordance of policies and regulations
- Coordination of the distribution, signing and return of all relevant documentation.
- Provide contract management support to key officers including recording milestones and contract variations.
- Maintain contracts and tender registers in accordance with statutory requirements and provide relevant information to internal stakeholders regarding the current status of contracts.
- Provide advice, support and information to relevant stakeholders in relation to policy, procurement processes and contract queries.
- Develop, implement and maintain business systems that support the delivery of procurement function.
- Deliver a procurement training program to all staff.
- Educate officers and increase awareness to ensure compliance to purchasing policies and procedures.
- Create and maintain supplier records in the finance system.
- Monitor and audit purchasing activities.
Requirements:
- Developed and proven interpersonal, communication and influencing skills.
- Excellent written communication skills.
- Understanding and working knowledge of purchasing/supply management and the GST legislation.
- Knowledge and experience in tendering and contract management.
- Welldeveloped ability to use corporate computer systems.
- Relevant tertiary level qualification and/
OR relevant work experience. - Police clearance.
