Who we are

The Australian Renewable Energy Agency (ARENA) was established by the Australian Government in 2012 pursuant to the Australian Renewable Energy Agency Act 2011 to improve the competitiveness of renewable energy and increase its supply in Australia.

It is also classified as a corporate Commonwealth entity pursuant to the Public Governance & Performance Accountability (PGPA) Act 2013.

Its purpose is to accelerate Australia's shift to an affordable and reliable renewable energy future.

It does this by finding and funding the renewable energy innovations that have the best chance of guaranteeing Australia's power supply for the future, helping to bring those projects to life, and then sharing the knowledge gained through the projects to inform and grow the whole industry.

Finance and Business Services is responsible for the key elements of the ARENA's resource management framework.

This encompasses strategies, policies and procedures that are integral to sound financial management and timely, relevant and reliable financial reporting to meet external requirements and support planning, monitoring and decision-making in ARENA.

In ensuring sound financial management practices and compliance, Finance and Business Services has a key role with respect to the definition and operation of ARENA's internal controls and control environment, including the reporting and monitoring on these aspects.


The F&BS team also has a strong business partnering focus, working with and across ARENA in a range of capacities and aiming to deliver key enhancements to help it achieve its strategic objectives.

At the operational level, Finance and Business Services provides financial services including business partnering, accounts payable and receivable, travel and credit card administration, taxation and treasury functions, and procurement support across ARENA.

The team also manages the annual government budget and financial statements processes.


The Job

  • Ensure knowledge of and compliance with legislative and financial frameworks, government decisionmaking processes, and ARENA policies and processes.
  • Provide expert, highlevel advice, support, information and guidance on procurement related matters to stakeholders across ARENA to provide governance and support good practice in procurement.
  • Identify, mitigate and escalate procurement risks to enable ARENA to meet its obligations and maximize business opportunities.
  • Maintain and update procurement records and generate reports on procurement and contract activity to meet organisational compliance requirements and provide access to procurement information.
  • Explain procurement processes and requirements to those responsible for business unit spend and persuading them to adopt best practice, given the complexity of procurement and the timepressured working environment.
  • Research, develop, implement and review organizational procurement policy, procedures, systems and standards to effectively support business procurement needs, identify and mitigate procurement risk, and meet all legislative and regulatory compliance requirements.
  • Advise on appropriate procurement governance and performance management mechanisms to monitor, coordinate and improve procurement activity and performance.
  • Proactively identify and address procurement risks and mitigations strategies to meet organizational compliance requirements.
  • Manage and update records of procurement activity data and a contract database.
  • Undertake biannual compliance testing on contracts to ensure compliance with policy and proper documentation is maintained.
  • Document and report findings to the Chief Accountant.
  • Periodically review the contracts in GMS to ensure compliance with ARENA policies and delegations.
  • Liaise with unit managers on a regular basis to review contracts nearing expiry and other matters to ensure contract variations are completed within required timeframes and service delivery is maintained.
  • Identify opportunities for, recommend and implement continuous business improvements within areas of responsibility.
  • Ensure effective operation of the Canberra office including lease responsibilities, business continuity, managing office supplies, ensuring WHS compliance, manage office cleaning contractors.
  • First point of contact and resolution for all Canberra facilities issues.
  • Provide comprehensive support to visitors, as required to enhance their experience.
  • Ad hoc tasks as and when required by the Chief Accountant.
This role will also be required to support the following:

  • Assist with end of month processing.
  • Support the Assistant Accountant as required (working with, not working to).
