About us
The group provides legal, policy, integrity and assurance expertise to the department and Justice Ministers.


These teams include the Office of General Counsel, which provides in-house legal services across the department and supports the Attorney-General as First Law Officer; Integrity Policy, Performance and major crime, which advises on Victoria's integrity system, and provides whole-of-Victorian-government policy leadership on integrity, privacy and information-sharing issues.


This group also oversees Casino, Gaming and Liquor Control, which leads the department's gaming and liquor portfolio and holds responsibility arising from the Royal Commission into the Casino Operator and Licence (RCCOL).

It ensures development and implementation of effective gaming and liquor regulation and harm minimisation strategies, in addition to the delivery of legislative and administrative reforms in gaming and liquor to deliver the government's priorities to foster best practice regulation.


In addition this group supports independent legal, assurance and integrity entities across the department's portfolio including the Solicitor General, Crown Counsel, Legal Practitioner's Liability Committee, Victorian Government Solicitor's Office, Victorian Legal Services Board and Commission, Independent Broad-based Anti-corruption Commission (IBAC), Victorian Ombudsman, Victorian Information Commissioner, Local Government Inspectorate, and the Public Interest Monitor.


The group also supports the operation of integrity agencies within the Victorian Government, including Integrity and Reviews, in managing the DJCS Integrity Framework, reportable conduct, providing independent assurance of the performance of the youth justice and adult corrections systems, and includes staff supporting the Post Sentence Authority, the Justice Assurance Review Office, the Inspector-General for Emergency Management, and the Victorian Legal Admissions Board.


About the role


Reporting to the Secretary, the role of Deputy Secretary Integrity, Regulation and Legal Services will ensure the provision of legal advice across the department and lead the Legal and Integrity group.

Some of the key responsibilities of the role will include:

  • Lead, motivate and support a team of senior leaders and their staff across the group to deliver operational services effectively and efficiently and to set the parameters in which these leaders operate.
  • Lead and manage a highperforming team of legal, policy, risk and investigation professionals and ensure their efficient and effective performance.
  • Provide independent counsel to the Secretary and Board of Management on the full spectrum of legal and integrity issues across the DJCS portfolio.
  • Lead and manage the state's Legal Services Panel state purchasing contract.
  • Lead the department's policy advice to the Attorney-General on legal profession regulation and the operation of the Victorian integrity system, and develop strong, effective and candid relationships with legal profession and integrity entities.
  • Develop and maintain effective networks and linkages, including effective working relationships across the VPS and with partner agencies and portfolio entities.
  • Contribute strongly to the overall leadership of the department including on crossBranch leadership, management and policy matters.
