Overview

Primary Purpose of the Position


As the internal Subject Matter Expert (SME) for the Commission information, records and their management, the Records & Information Manager is responsible for the agency's information governance and facilitating the effective and efficient operation of the Commission's electronic and physical records management.

The role will be responsible for developing and overseeing the agency's information and records management program and ensuring the organisational information management solutions are aligned with best practice and meet business requirements.

This role is also has responsibility for the agency's second line of defence in ensuring compliance with information access requirements (GIPA and Standing Order 52) and ensuring compliance with the State Records Act (including facilitating the effective and efficient operation of the Commission's records management).

Key Accountabilities


Provide efficient and effective management of records that accurately documents business activities in accordance with established operational guidelines, government regulations and recognised best practice standards across the Commission.

Provide oversight of the information management framework to ensure the effective management, access to, retrieval and disposal of the Commission's records.

Review the existing Commission's records management system and propose and implement a new effective information management tool/system, ensuring it has a robust security framework and is developed in accordance to business needs and compliance requirements.

Manage and ensure the Commission's compliance with the State Records Act 1998, the ISO 9001 Quality standard, and associated standards and policies, and track, identify, analyse, and rectify areas of records non-compliance across the entire organisation including through the provision of training.

Review, coordinate and manage all processes, policies and procedures (in accordance with the quality management system developed).
Develop and manage the Commission's business continuity framework, including the development and oversight of critical business processes.

Support the implementation of the Commission's second line of defence activities, including review of effectiveness of controls to the Commission's key risks.

Key challenges

Reducing duplication of data across the Commission's systems and ensuring a single source of data.
Ensuring that information is stored in the appropriate repository, so that it can be easily located.
Establishing effective relationships with stakeholders and managing expectations to ensure customer service standards are being met or exceeded.
Identifying critical business processes, developing consistent and fit-for-purpose policies and streamlining processes and practices in pursuit of ISO9001.

Key knowledge and experience

Strong understanding of records management legislation, standards, policies and procedures in the NSW public sector.
Demonstrated experience in managing a records management system.
Demonstrated experience in developing and delivering employee training modules or programs.
Demonstrated experience in procurement across a range of goods and services and complexity.
Demonstrated experience or deep knowledge in developing business continuity frameworks

Essential requirements

Practical experience in records management or information management.
