On behalf of our client, we are currently seeking a dynamic individual to join their team as the Manager of Infrastructure.


The Opportunity


As the Manager of Infrastructure, you will play a crucial role in ensuring the provision of high-quality engineering and technical services to meet the needs of our client's community.

You will lead a dedicated team and manage resources efficiently, while upholding our clients core values and contributing to the strategic objectives of their organisation.


Key Responsibilities:


Corporate / Organisational:

Manage day-to-day operations of the Infrastructure Directorate, delivering exceptional customer service and effective resource management.

Ensure the well-being of Human Resources and Infrastructure within the organisation.


Within the Directorate:

Lead and support the Infrastructure Directorate team.

Oversee planning, design, construction, and maintenance of quality infrastructure services.

Champion the core values of the organisation in your section.

Collaborate with the CEO and Executive Team in implementing strategic objectives.

Facilitate Infrastructure Asset Management Program.

Prepare detailed reports for the organisation and leadership, ensuring compliance with budget parameters.


Within the Organisation:

Provide advice and support on infrastructure matters to internal and external stakeholders.


Strategic:

Implement strategies from the Corporate Business Plan.

Contribute professional input to Development Application assessments.

Supervise inspections of new development work.

Develop and review Long Term Financial Plans and annual budgets.

Enhance road networks, open spaces, and access ways.

Coordinate footpath network development.

Offer engineering advice on infrastructure projects.

Ensure optimal plant and equipment management.


Extent of Authority:

Operate within established guidelines and procedures.

Make decisions independently in line with delegated authority.

Approve and advise on Infrastructure budget expenditure.

Sign correspondence and legal documents as per established Procedure.


Human Resource Management:

Ensure staff health, safety, and welfare.

Conduct performance appraisals and training needs analysis.

Manage staff resources, including disciplinary actions.


Workplace Health and Safety:

Comply with statutory obligations and prioritise safety.

Report hazardous conditions, near misses, and injuries promptly.


Compliance:

Ensure compliance with legislation, policies, and procedures.

Maintain accurate documentation and software licenses.

Uphold compliance with the relevant regulations.

Adhere to the organisation's Code of Conduct and guidelines.


Selection Criteria:


Knowledge, Skills, and Experience:

Prior senior management experience in a civil construction/infrastructure environment.

Extensive coordination of capital works projects.

Practical knowledge of road construction, drainage, and footpath networks.

Experience in airport and port operations is advantageous.

Proficiency in asset management plans and equipment acquisition/disposal.

Strong financial management skills for budgets and long-term plans.

Demonstrated ability in grant sourcing and funding opportunities.

Leadership skills, conflict resolution, and team-building proficiency.

Effective communication and high-quality customer service delivery.

Track record of driving technical and cultural change.

Understanding of OSH, EEO, and Worksafe legislation.

Application of corporate governance in a local government context.


Qualifications, Training, and/or Other Requirements:

Valid "C" Class Driver's License.

Tertiary qualification (degree/diploma) in Civil Engineering or related discipline.

Accredited Traffic Management Training.
