The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies.

The Financial Assets and Liabilities group (FAL) within DTF provides advice and reports on the State's financial assets and liabilities and associated financial risks.

Within this group sits the Financial Policy team which has a wide-ranging array of skills and responsibilities, including but not limited to:

- prudential oversight of the State's public financial corporations (PFCs)
- developing and maintaining Prudential Standards for the State's PFCs and public sector superannuation funds
- overseeing the State's long‐term investment framework
- managing the financial reporting and budget estimates for the PFC sector and the State's superannuation liability
- managing, implementing, and reviewing policies and reforms related to the State's insurance agencies
- providing advice on public sector superannuation policies and the management of the State's unfunded superannuation liability.

About the role
The Financial Policy team within FAL is currently seeking a Financial Analyst (VPS4) on an ongoing basis.

Under the guidance of the Manager and Senior Financial Analyst, the Financial Analyst will be responsible for:

- undertaking financial analysis, and providing advice on the capital management, pricing and financial sustainability of the State's PFCs
- reviewing and analysing the financial data provided by agencies in the PFC sector for inclusion in the State's Budget and other published financial reports
- liaising with internal and external stakeholders as required to support the review and assessment of PFCs' financial data
- preparing reports and briefings on a range of issues impacting the State's PFCs
- reviewing and analysing the Corporate Plans and Annual Reports submitted by PFC sector agencies for the purposes of preparing materials for senior management and Ministers
- reviewing agency performance against agreed key performance indicators on a quarterly basis to inform updates to senior management and Ministers
- actively participating as a member of a team to achieve the objectives of the FAL group and the Department.

About you


To be considered for the role, you will have:

  • strong analytical and conceptual skills including at least two years' experience analysing financial statements and/or financial data
- sound organisational skills with a proven ability to deliver results within agreed timeframes
- well-developed written and verbal communication skills, with some experience preparing and delivering written material such as briefings and/or reports desirable but not essential
- well-developed interpersonal skills with a willingness to liaise with internal and external stakeholders
- tertiary qualifications in business, accounting or finance.
