In this role you will help to eliminate or minimise harm, and the risk of harm, to Victorian apprentices and trainees.

The Apprenticeship Field Services Authorised Officer (AFS-AO) role reports to the Team Leader - Compliance and Investigations.

The role of the AFS-AO is to support the VRQA's regulation of apprenticeships and traineeships in Victoria, in accordance with the ETR Act and Training Contract obligations


This includes:

  • Plan and conduct routine compliance activities to determine compliance.
  • Plan and conduct complex and sensitive investigations involving alleged breaches of the ETR Act and Training Contract obligations.
  • Using systems and data to identify risks and record compliance activity and investigation progress.
  • Prepare investigation plans, file notes, records of interview, and reports.
  • Prepare executive briefings and stakeholder communications in relation to identified noncompliance.
  • Participate in the implementation of policies, and procedures in accordance with the VRQA's regulatory approach.
  • Undertake accurate and timely records management.


The role requires that the person is trained and appointed as an Authorised Officer (AO) for the purposes of Part 5.5 of the ETR Act, and will be required to conduct remote and field-based investigations.

VRQA AOs are also required to hold a current Working With Children Check, and a valid driver's licence.

The VRQA regulates for quality learning outcomes.


We register:
- school education providers, including approval on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) for courses delivered by schools;
- senior secondary education providers (both school and non-school providers), including approval on CRICOS for school sector courses;
- school boarding premises;
- children for home schooling in Victoria;
- organisations to award senior secondary qualifications; and
- vocational education and training (VET) providers that deliver accredited training to domestic students in Victoria only, or Victoria and Western Australia only.


We also:
- appoint review bodies;
- regulate apprenticeships and traineeships in Victoria;
- monitor group training organisations in Victoria;
- approve school and non-school providers as overseas secondary student exchange organisations;
- accredit courses and register qualifications for VRQA-registered providers and senior secondary courses and qualifications in Victoria;
- investigate complaints against our registered providers;
- maintain a register of all education and training organisations we register and the accredited courses they deliver; and
- act to protect the interests of students as consumers of education or training services.


The Apprenticeship Field Services Unit
The Apprenticeship Field Services Authorised Officer role sits within the Apprenticeship Field Officers Unit ('the Unit') of the VRQA.

The Unit is responsible for monitoring employers' obligations when employing staff under a Training Contract (apprentices and trainees).

This includes entering workplaces where apprentices are employed to determine if obligations are being met in accordance with the ETR Act.

The Unit undertakes visits on a risk basis and reports on its findings. Reports and briefings are prepared for VRQA delegate decisions and administered in accordance with the VRQA's regulatory approach.
