    About the Office of Supply Chain Resilience

    The Office of Supply Chain Resilience (OSCR) works with Commonwealth agencies, states, territories, industry and international partners to identify and monitor critical supply chain risks, and coordinate responses. Our focus is on supply chains critical to the national interest—our national security, economic stability and the safety and wellbeing of Australians—we work to ensure Australia can access the essential goods we need. We integrate economic, national security, and international expertise to ensure a holistic, whole-of-government approach to these issues.

    About the team

    OSCR's Economic and Strategic Assessments (ESA) section uses data analytics to identify supply chain vulnerabilities that are consequential to the lives and livelihoods of Australians. Building on the framework developed by the Productivity Commission in its Vulnerable Supply Chains report, ESA draws on Australian and global trade data, information on domestic and international industrial production, and other sources of quantitative and qualitative evidence to identify supply chain risks.

    The section works closely with OSCR's other sections: Industry and Expert Insights, and Domestic Policy and Global Policy, to develop high-quality, holistic policy advice that incorporates economic, industry, security and international considerations.

    Our ideal candidate

    Our ideal candidate is a skilled analyst who is motivated to apply their expertise to make a difference. Our ideal candidate can integrate data related to complex economic, industrial, trade and national security issues to help identify vulnerable supply chains that warrant priority attention. They will be committed to working collaboratively to solve problems, including by understanding and valuing a range of perspectives.

    Candidates with expertise in a relevant policy area will be highly regarded; and experience or qualifications in the fields of economics, data science, statistics, or research are desirable.     We are seeking highly motivated candidates who can demonstrate their ability to:

    • think strategically, and incorporate the broader context when solving complex problems;
    • work in a high-performing team to deliver time-sensitive, high-quality advice, including under limited supervision;
    • develop and maintain productive relationships and achieve outcomes on complex matters involving multiple stakeholders;
    • manage competing priorities under pressure in a dynamic and often fast-paced environment; and
    • communicate with influence, write clearly and concisely, and have excellent attention to detail.

    To be successful, you will also have one or more of the following technical attributes:

    • demonstrated experience in data analysis and technical research, along with problem solving;
    • proven user of one or more data analysis software or programming languages such as R, Python, SQL or Excel, and experience and proficiency in data visualisation;
    • the ability to distil complex data issues into easy to understand concepts;
    • an understanding of key concepts underlying public and private data holdings that will help inform supply chain risks and opportunities, such as Australian and global trade data, production data, and freight and logistics data;
    • familiarity with ABS's BLADE database and other microdata held by ABS and other relevant government agencies; and
    • familiarity with and ability to manipulate input-output data.

    What you will do

    The successful candidates will work with colleagues to prepare advice for Government, draft reports, engage with other government agencies, gather information on supply chain issues and apply economic or data science methodologies to identify structural supply chain vulnerabilities.

    As an Analyst at the APS Level 5, you will:

    • conduct data analysis and technical research, using analytical and quantitative tools, to identify critical supply chain vulnerabilities and support policy development;
    • develop and maintain databases and analytical models to support the team's work;
    • prepare written reports and presentations to communicate complex data issues and policy recommendations; and
    • collaborate with a range of internal and external stakeholders to gather data and share methodologies and insights.

    In addition to the above, as a Senior Analyst at the APS Level 6, you will:

    • perform tasks with a high degree of autonomy under limited supervision and direction;
    • demonstrate excellent communication and interpersonal skills, as you will be required to liaise with stakeholders, negotiate with other agencies, and present to senior management; and
    • have an advanced understanding of the policy landscape relating to supply chains or technical skills relating to identified programming languages and software and use of relevant datasets; and
    • lead collaborations with stakeholders to gather data and share methodologies and insights including DISR colleagues, international partners, academics, and Australian government agencies including Treasury, Home Affairs, Defence, ABS, CSIRO, DFAT, and Geoscience Australia.

    In addition to the above criteria, as an Assistant Manager at the Executive Level 1, you will:

    • take responsibility for team outcomes, monitor progress and follow through to deliver quality outcomes;
    • oversee, maintain and analyse policy initiatives related to supply chains that incorporate a broad understanding of the policy environment;
    • play a leadership role by guiding, mentoring and developing junior staff;
    • represent the office in engagements with other government agencies, foreign governments, and the private and university sectors; and
    • demonstrate a strong policy framework that underpins analysis and policy advice.

    Eligibility

    To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

    Some positions require a Baseline security clearance and others require an Negative Vetting 1 or Negative Vetting 2 security clearance. Successful candidates will be required to obtain and maintain a clearance at the required level.

    Notes

    A merit pool may be established and used to fill future vacancies within 18 months from the date the vacancy was first advertised in the Gazette.

    The department does currently offer flexible work opportunities for many roles. This vacancy is Canberra based and some elements of this role require the use of departmental systems that cannot be accessed remotely.
