From 1 January 2023, the Commission became the custodian of a range of Quality Use of Medicines (QUM) functions, including the NPS MedicineWise website and resources.

This follows the redesign of the Quality Use of Diagnostics, Therapeutics and Pathology (QUDTP) Program outlined in the Federal Budget.

The Program Manager will lead the Digital Transformation program (the program).

The program will be responsible for the redevelopment of systems and processes to embed digital strategy in the Commission's operations and to ensure the delivery of a high-quality digital experience.

The initial focus of the program is redeveloping the Commission's website to incorporate and consolidate intellectual property and resources of digital assets, predominantly from the NPS MedicineWise and Commission websites with a new Content Management System (CMS) and supporting templates.


The Program Manager reports to the Director, Digital Health, and will work closely with the Director, Communications and Director, Strategy and Innovation.

The Program Manager will be responsible for influencing and negotiating with senior internal and external stakeholders, making the case for a digital-first way of working.

Duties of the Program Manager will include, but are not limited to, the following:

  • Lead the creation, maintenance, and review of the Commission's strategy for its main digital platform (website) strategy and related ICT initiatives and oversees systems and processes to embed the strategy into the Commission's operations
  • Lead the development and maintenance of:
  • A digital content strategy for the consolidation and integration of NPS MedicineWise and Commission web content
  • A change management plan for transitioning to a new CMS
  • A strategy for integration and optimisation of NPS MedicineWise and Commission Learning Management Systems (LMS's)
  • Manage and supervise staff of the program including undertaking performance development and management responsibilities for the program team
  • Establish and manage project governance, reference groups, and undertake project management activities
  • Undertake the fiscal management of the program including program budgeting and staff resourcing in consultation with the Director, Digital Health
  • Prepare briefings and background papers on specific issues and project progress
  • Lead and facilitate workshops to codesign solutions, with a focus on both stakeholder and business outcomes
  • Work collaboratively with the Communications team and other programs in the Commission, external stakeholders, and service providers to ensure effective implementation of the Commission's digital communication strategy
  • Develop and embed new ways of working, including strategies to accelerate digital transformation and innovation, foster creative thinking and drive operational efficiency
  • Support the Commission in developing core digital skills by advocating best practice management and ensuring knowledge sharing and organisational continuous improvement
  • Provide expert advice on innovative approaches to problem solving and on best practice and opportunities for digital transformation.
  • Substantial experience leading largescale digital change, in complex and/or government organisations.
  • Proven knowledge and experience in the development and delivery of digital and of online solutions to meet strategic objectives.
  • Demonstrated experience in program or project management including managing budgets, organisational capability, and strategic planning, with a focus on achieving outstanding results.
  • Highly developed analytical skills and conceptual ability, with the demonstrated capacity for strategic judgement.
  • Welldeveloped ability to communicate with influence and cultivate productive working relationships with stakeholders.
  • Demonstrated experience in leading and managing a multidisciplinary team to achieve key outcomes and objectives.
