Role Details:
The Principal Consultant, Learning and Professional Development is a role within People and Performance and is accountable to the Manager, Organisational Development for:

  • Leading, planning and managing internal and external stakeholder engagement activities that identify opportunities and inform decisions and directions for the organisation's learning and professional development requirements.
  • Successfully embedding, evaluating, reporting on and continuously improving the Department's contracts and agreements with registered training providers.
  • Planning and leading the design, implementation and evaluation of fit for purpose departmental learning and professional development strategies, programs, initiatives, systems and solutions and delivering a program of fit for purpose nonaccredited learning initiatives and customised workforce professional development solutions.
  • Managing the performance and development of the learning and professional development team, ensuring services provided meet business unit requirements.

Key outcomes and accountabilities:

  • Plan, develop, deliver and lead the implementation, administration and monitoring of departmental learning and professional development strategies, programs and learning management systems to achieve identified departmental workforce learning needs within time and budget constraints.
  • Lead, manage and ensure strong partnerships between Organisational Development and Learning, Departmental leaders and registered training providers such as TAFE SA to review and ensure the successful delivery of accredited learning programs and services that meet Disability Services and Youth Justice compliance requirements and continue to build and ensure the sustainability of a high-performance culture.
  • Plan, lead and coordinate the embedding, evaluation and continuous improvement of the Department's contracts and agreements with approved registered training providers including analysing, reporting on and advising on operational and strategic results to inform learning and professional development directions, improvements and solutions.
  • Develop and maintain effective relationships with stakeholders and customers across the department to provide leadership on, and influence organisational attitudes towards professional development within the workplace learning.
  • Design, in consultation with internal and external stakeholders, a framework and procedures for engaging and on-boarding new appropriately qualified students through registered training organisations and coordinating existing staff accredited training that minimises impact to service delivery and operations.
  • Lead, guide and performance manage assigned staff in the delivery of fit for purpose non-accredited learning initiatives and customised workforce professional development programs, solutions, projects and services, including scheduling workloads and ensuring quality results are achieved within timeframes.
  • Provide coaching and high-level learning and professional development advisory services and solutions to executive leadership and divisional leaders, that will further improve the culture, capability and performance of the department.

Any other responsibilities in line with the classification level of the role as assigned by Line Manager and/or the Department.

Must hold a current Australian issued driver's licence (equivalent to minimum class C).

Essential Qualifications:

  • Workplace Training and Assessor qualification (Certificate IV in Training and Assessment, Diploma of Training Design and Development) as required by the Australian Qualification Training Framework standards or postsecondary qualification in Instructional Design or proven industry experience.
  • Tertiary qualification in Psychology / Organisational Development, Human Resource Management or related discipline is desirable.
