Sydney Water has partnered with Delivering 4 Customers (D4C), a consortium comprising of John Holland, Service Stream Maintenance, Service Stream Utilities and WSP to deliver design, construct, maintenance and facilities management services as part of the Partnering 4 Success(P4S) program in Sydney Water's Southern Region of Sydney.

What are we looking for?
D4C is seeking a talented Commercial Lead with a passion for delivering world class infrastructure.

We are looking for a dynamic leader to oversee the commercial risk management of the wider business whilst supporting multiple internal and external stakeholders.

The role involves leading a team of 8 quantity surveyors and procurement specialists, advising and mitigating the contractual risk across 150 projects.

The opportunities in this role / roles includes, but are not limited to:

  • Leading the team to best support the business delivering up to $300M worth of projects per year
  • Providing NEC4 Contract training periodically
  • Supporting the senior leadership team and broader business with commercial advice as required
  • Negotiating/drafting/executing subcontracts, deeds, agreements, leases, compound licenses, subcontract extensions, and any commercially related documents relevant to the Program
  • Assist the wider business in approval of projects by supporting the tendering process, including reviews/amendment of submissions
  • Attendance of commercial workshops/seminars/meetings with internal and external stakeholders to ensure commercial alignment
  • Liaising with key stakeholders including legal teams from each home organisation

Essential Requirements:


  • Current Drivers License.
  • Degree in Quantity Surveying or other relevant field
  • Working knowledge of applicable industry standard forms of contract, with NEC3 / NEC4 experience/knowledge highly desirable.
  • Full pre and post contract QS knowledge and experience.
  • Strong written and verbal communication skills
  • Experience within the water/wastewater utility industry in a tier one environment is desirable.
