Role Details
***The Manager, Funding and Contracts is a role within Financial Reform and is accountable to the General Manager, Business and Corporate Services for:
  • providing financial consultancy in a diverse portfolio area, including partnering with stakeholders
- undertaking contract management responsibilities for Disability Services, including developing and monitoring compliance with Memorandums of Administrative Arrangement (MoAAs); and providing advice and support to Disability Services in relation to contract administration policy and processes.
- preparing, developing and analysing key financial information to enable management decision making to support the portfolio's financial sustainability, and accurately producing financial statements, budgets and forecasts which link to departmental strategy.
- planning and implementing financial related projects within Disability Services in accordance with strategic goals and government policies.


Key outcomes and accountabilities:

  • Provide expert financial advice on complex matters and partner with Disability Services operational team members to drive business performance and facilitate strategic decision making.
  • Oversee payments and reconciliations related to Disability Services contracts (primarily agency suppliers).
  • Understand key business drivers, strengths, weaknesses, threats and growth opportunities within Disability Services and proactively provide insights to enhance financial performance.
  • Actively manage, monitor and report on complex projects across Disability Services (including the management of the Disability Support for Older Australians funding and other funding sources).
  • Prepare compliant financial reports, statements and briefings and contribute to policy development.
  • Monitor the effectiveness of accounting processes and recommend opportunities for improvement.
  • Proactively develop and maintain internal and external stakeholder partnerships to support the delivery of departmental objectives.
  • Promote collaboration and actively contribute to the leadership of Finance and Business Services to support the achievement of business unit and departmental objectives

Any other responsibilities in line with the classification level of the role as assigned by Line Manager and/or the Department.

The responsibilities as specified above may be altered in accordance with the changing requirements of the role.

Essential Qualifications
An appropriate Degree in Accounting, Commerce, Finance, Economics or other related discipline.
Completion of studies offered by either CPA Australia or the Chartered Association of Accountants is desirable.

Finance and Business Services leads the monitoring and management of the department's financial data, execute a range of financial authorisations and compliance, provide strategic financial advice, lead financial reform projects, and oversee assets and facilities, fleet, records management and internal audit services.

The division is a key component in ensuring our department is compliant and accountable, and ultimately helps enable us to deliver effective services and supports for the South Australian community
