Description
The LC4 Program is managed by the LC4 Directorate within the Systems and Integration Branch of Army Headquarters. The LC4 Directorate is transitioning to a programmatic multi-tranche approach.

This will achieve continuous and iterative delivery of capability, rather than traditional project structures and big bang acquisition typically characterised by high complexity, long schedules and large budgets.

This approach will provide the flexibility to address capability needs, maintain pace with technology and allies, and respond to emerging threats/opportunities.

LC4 seeks the services of a Level 3 Tranche Scheduler to fill one of these roles.
Statement of Duties

The Tranche Scheduler is required to develop and support the maintenance of the Tranche and project schedules under the remit of the capability development team.

These schedules will be complex and involve a large number of interdependencies, both technical and organisational.

The position provides project-level schedule detail for those projects and tranche being considered by committee and during introduction into service.

The tranche scheduler will be able to seek SME guidance and support from the Program Scheduler when required. This position works to the SO1 Capability Development.
The following describes the duty statement and requirements of the Tranche Scheduler:

  • Generate and maintain (weekly) the tranche schedule.
  • Conduct schedule estimation and develop options that support project management staff to address risks to achieving schedule milestones.
  • Generate weekly reports and dashboard summaries that identify schedule risks, key activities, upcoming activities and dependency mapping.
  • Prepare monthly schedule summaries for program governance forums including IPMT, and Capability Management Boards.
  • Support audits and other Program governance activities.
  • Provide support, within discipline, to other functional areas in Land C4 Program and the CASG delivery group Integrated Master Scheduler.

Deliverables:


This is a Time and Materials contract; timeframes and task deliverables will be agreed with the Commonwealth Representative upon commencement.

Skillset and Experience Requirements
The following essential skills, experience and attributes are sought for Level 3 Tranche Scheduler:


Skills and experience required:


Required Skills/Attributes:


  • Excellent knowledge of MS Office, databases and information systems
  • Excellent knowledge of MS Project, and other scheduling tools used by Defence including Project Central and JIRA.
  • Proven experience in project schedule development.

Desired Skills/Attributes:


  • Previous scheduling experience in Defence ICT projects.
  • Degree in relevant field.
  • Experience with the Capability Lifecycle.
  • Experience providing security input and guidance to Defence projects at various points of the Capability Lifecycle.
The following desirable skills and backgrounds are sought for Level 3 personnel (to different levels depending on the specific tasks):
a. Additional qualifications or practical experience outside of their immediate field of expertise. Additional skills in project/program management, systems engineering, communications, business management, or information technology backgrounds are valued.

These will assist in translating user needs, participating in vendor led discussions and developing options such as addressing schedule, cost and quality analysis for acquisition and sustainment investment decisions.

b. Understanding of Joint and domain-specific staff processes within operational and tactical level headquarters.

This offers potential for increased effectiveness through ADF engagement and the translation of requirements and priorities for product sustainment and LC4 Program acquisition.

c. Knowledge or experience working in the Defence Capability Lifecycle process, governance structures, and committee processes.


Evaluation Criteria:


Tenders will be evaluated against the following criteria:
a. The Contractors demonstrated experience (in relation to the Scope of Work and Statement of Duties) to undertake the support services successfully
b. The Contractors demonstrated ability to engage with Defence stakeholders including ADF, APS, and contractors
c. Referee reports and
d. The value for money of the tendered solution and pricing structure, including the proposed payment schedule submitted.
