About us


As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.


QFES is currently undergoing a significant reform program which will lead to the department shifting the focus to a fire department with a clear focus on fire prevention, response and control.

This role will transition to the Queensland Fire Department as part of these reforms.

Purpose of the role


Reporting to the Director, Strategy and Services, you will be responsible for leading and managing a multi-disciplinary team, within the appropriate financial and human resource delegations.

Your role will be critical in ensuring that the operational manning requirements across Queensland are met.

You will be responsible for workforce future planning commensurate with attrition and other workplace pressures whilst providing the governance needed to ensure transparent and reviewable recruitment processes are followed for high-volume and competitive internal and external recruitment practices.

You will drive the development, implementation and review of modern and contemporary talent acquisition practices, policy and procedures to meet whole-of-government initiatives and departmental strategic objectives.

Key requirements

Highly desirable requirements

  • Knowledge and experience in talent acquisition best practice, policies and processes, including recruitment approaches, marketing and social media initiatives.
  • Demonstrated proficiency in talent acquisition within operational environments, showcasing an understanding of union dynamics and Industrial Relations.
  • Highly developed oral and written communication skills, including strong interpersonal skills, with the ability to negotiate with influence and establish positive, strategic partnerships and collaborative working relationships with internal and external stakeholders.
Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and oversee end-to-end executive and bulk operational recruitment campaign functions, including implementation of sourcing strategies, employer branding, talent pipeline management and acquisition initiatives to meet operational capability and organisational requirements.
  • Develop innovative attraction, selection and recruitment strategies, processes and practices including evaluation methodologies to support service delivery and build workforce capability.
  • Provide highquality strategic advice on issues of policy, legislation, budget, and crossagency and interjurisdictional engagement relating to talent acquisition processes to ensure attraction strategies, assessment, interview and selection techniques are implemented and maintained.
  • Build and sustain partnerships and networks with key internal and external stakeholders, including industrial bodies to undertake highlevel negotiations, provide advice and resolve complex risks and issues to achieve positive outcomes for the organisation and its workforce.
  • Undertake highlevel research, analysis and evaluation of current and emerging recruitment issues and trends, identifying potential risks likely to impact the department and provide solutions or recommendation for continuous improvement.
  • Manage, prepare and review complex reports, briefs, submissions and other correspondence to support the delivery of recruitment policy and strategy outcomes, in accordance with departmental requirements and governance.
  • Plan and manage complex projects and initiatives in accordance with best practice methodologies and ensure they are delivered on time, and on budget to meet talent acquisition strategies and business requirement.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
