The Opportunity:


  • The Department of Parliamentary Services (DPS) is recruiting for a PSL 5 Training Development Officer within Security.
  • Security Branch is responsible for broader security functions that support the business of DPS protective security including security planning, capability, risk, policy and reporting. The Branch works with many different Australian Parliament house (APH) security stakeholders, including the Australian Federal Police (AFP), the Department of the House of Representatives, the Department of the Senate, the Ministerial Wing Support, and other entities within the Parliamentary precincts.


The Security Training Development officer is responsible for the development and amendment of the security training material, including Operational Safety Training, while carrying out training and assessments of new recruits and ongoing mandatory training within the Security Branch.


In providing support to the Manager of Security Training and Development, the Security Training development officer will develop comprehensive reports, documents, and training curriculum for Parliamentary Security Service and assist in the maintenance of training records and other associated administrative functions to do with training compliance.


Who we are looking for:

Demonstrated experience in curriculum, design, development, and implementation within an adult learning environment.

  • Good understanding of protective security, including awareness of the current threat environment.
  • Experience working in a small team environment.
  • Welldeveloped written and verbal and communication skills.
  • Proven experience in building rapport, liaising and maintaining stakeholder relationships.

Job Specific Requirements:

The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.


Highly Desirable

  • Diploma of Training Design and Development TAE50216 or equivalent or higher certification
  • Certificate IV Training and Assessment TAE40116.

  • Under limited/general direction undertake duties in accordance with the agreed standards for the PSL 5 classification.
The duties will include, but are not limited to, the following:

  • 1. Provide specific training technical expertise that contributes to business unit outcomes.
  • Liaise with internal and external stakeholders on curriculum development, projects, or operational issues.
  • Undertake research, analysis, integration, and evaluation of curriculum design and development.
  • Formulate, draft and review training curriculum and procedural directions within a protective security environment.
  • Design and develop technical training courses, including eLearning.
  • Aid in the facilitation of learning objectives through face-to face delivery.
  • All other tasks as directed.
  • Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice._
