To deliver the outcomes from their 10-year strategic plan, a new role for a Manager Cost Intelligence within their growing Integrated Solutions Group has been created.


The Integrated Solutions Group contributes to Urban Utilities' purpose and vision and enhances the liveability of their communities through safeguarding financial and economic sustainability of the business, planning to meet the needs of their customers and management of the long-term water cycle and our environmental responsibilities.

Reporting to the Head of Portfolio Performance, the Manager Cost Intelligence is accountable for providing the strategic direction in the development and revision of cost intelligence strategies, frameworks, systems and processes that ensures the facilitation of cost data, analytics, market intelligence and estimating knowledge to deliver long-term financial sustainability objectives for Urban Utilities

About the Role

Lead the development and implementation of the Cost Intelligence strategy, anticipating complex issues, challenges, and opportunities, and ensuring integration with key stakeholders;
Develop the cost estimating, assurance and analytics frameworks that facilitate and leverage the integration of systems, cost data, analytics, market intelligence, emerging opportunities and issues;
Contribute to the development and implementation of cost modelling capability and roadmap, focussing on optimisation, standardisation and value outcomes for infrastructure investments for Urban Utilities and its stakeholders;
Lead the specification and delivery of project estimating, assurance and cost modelling services for the Integrated Solutions group, supporting the optimisation of infrastructure investment decisions to improve the performance of Urban Utilities strategic objectives and targets;
Oversee the delivery of cost estimation services that produces, reviews and approves cost estimates, ensuring that all activities, take off quantities, construction methodology, schedule, resourcing and material sources of risk are identified from (at times) mínimal input information;
Set and lead the execution of cost data and analytics reporting plan, creating strategies and templates to report data in a meaningful way; and

Set strategies and initiate projects to deliver the ongoing development, delivery and implementation of innovation processes across Cost Intelligence.

About You

Tertiary qualification in Business/Construction Management/Engineering/Information Technology or other relevant discipline, and/or equivalent industry experience;
Can identify and communicate the actions needed to implement the Cost Intelligence team's strategy in support of capital investment; explain the relationship to the broader organisation's mission, vision and values;
Extensive experience of cost estimating and assurance, and cost analytics, including the establishment and continuous improvement of frameworks, models, procedures, processes and systems; and


Extensive experience in a senior role in leading cost estimating, assurance and analytics for large and diverse infrastructure portfolios, under Early Contractor Involvement (ECI), Open Book, Performance Incentivised delivery frameworks or similar contract models.
