The Opportunity


We have an opportunity for a General Manager Regulatory and Business Services to be part of our Fisheries and Aquaculture Division within the Department of Primary Industries and Regions.

The General Manager is responsible for leading, coordinating and supporting a range of complex functions across the Division.

The position facilitates, manages and provides strategic directions for the operations and delivery of the regulatory responsibilities for fisheries and aquaculture leasing, licensing and catch and effort logbook and information services.

The role also coordinates the Division's business planning and financial management strategies, ensures the delivery of Portfolio Statements and annual, environmental, financial and compliance performance reports, and coordinates, prepares and administers a range of Service Level Agreements and contracts on behalf of the Division.


The role leads the development of critical risk management plans, in consultation with Divisional Managers and plays a pivotal role in leading and influencing the effective management of complex and sensitive relationships with key internal and external stakeholders.

The General Manager Regulatory and Business Services provides high level strategic direction, human resource leadership and management in ensuring that customer services are modelled on service excellence.


The General Manager is accountable for:

  • Ensuring the Licensing, Information and Business Services groups deliver on the regulatory responsibilities for fisheries and aquaculture leasing, licensing and catch and effort logbook and information services.
  • Ensuring the Licensing, Information and Business Services groups meet their performance targets in terms of budget, compliance outcomes, and risk management.
  • Ensuring the Licensing, Information and Business Services groups' activities integrate with obligations of the PIRSA strategic plan enabling staff to effectively manage work outcomes and removing inhibitors impacting on other parts of the Fisheries and Aquaculture divison.
  • Regularly reporting to the Executive Director, Fisheries and Aquaculture, matters of significance, progress of targets, and the progress towards the unit's performance outcomes.


The General Manager will also play a key role in leading, developing, and mentoring staff to improve overall performance and delivery of organisational outcomes in areas of responsibility.


The role contributes to delivering the agency's priorities including development and delivery of strategic priorities that align with the State and PIRSA Strategic Plans, and are consistent with state and national legislation and, develops and fosters collaborative partnerships with key stakeholders at national, regional and local levels, including industry and other PIRSA Divisions.


The General Manager provides expert administrative advice and is the conduit for matters of a PIRSA corporate nature to ensure the Fisheries and Aquaculture division operates within the corporate parameters.

The position is responsible for providing advice and support to the Executive Director, Fisheries and Aquaculture, to address a range of challenges associated with the efficient management of the division, including:

  • Ensuring leasing, licensing and mandatory data collection activities are efficient for both PIRSA and the communities involved with the information provision.
