The Role


Reporting into the Project Services Director, you will be responsible for the coordination and provision of specialist services to teams across the Project's multiple work streams (environment, regulatory, engineering, geotechnical, policy and engagement).

You will lead the delivery of essential budgetary, governance, risk management, systems, and audit controls services.

You will also lead and develop the tracking and provision of integral management reporting systems to executive management and have responsibility for procurements under $100k and will assist with procurements over $100k.

With a staff of 3.5 FTE, you will manage skilled project officers to deliver efficient high-quality outcomes for the broader Project.


The position has the following key accountabilities but not limited to:

  • Lead a team to support the CarbonNet Project management office, including the implementation and management of project governance structures and procedures, including reporting and records management.
  • Manage, in consultation with the CarbonNet Project Services Director, the preparation of project and strategic plans, corporate and management reporting, and issues / risk / action registers. Ensure that the project is audit ready and complies with all Department and Victorian Government policies and procedures.
  • Manage the budget planning and management process for CarbonNet, including annual budget preparation, monitoring, and reporting, and coordinating CarbonNet's corporate reporting requirements. Lead the development and management of provisions within Funding Agreements established with external parties.
  • Manage procurements under $100k and assist the Procurement Advisor with those > $100k
  • Assist the Project Services Director to deliver resourcing, document control, scheduling, and project assurance on an as needs basis.

The Team
The position of Program Coordinator forms a part of the Invest Victoria branch in the Global Victoria group.


Invest Victoria is the Victorian Government's key economic development agency which is responsible for: setting investment strategy for the State and guiding its implementation; attracting and leading foreign direct investment opportunities; leading investment opportunities of state significance; providing information, support and facilitation services for investors; leveraging additional economic development benefits and investment outcomes from a range of government activities such as procurement; enhancing whole-of-government mechanisms (such as facilitation services and financial incentives); identifying and advising on areas to improve business investment environment; and managing and coordinating the State's investment pipeline.
