The Hills Shire Council is made of 27 suburbs having an area of 386sqm. The current population is 201,688 and is experiencing rapid growth.

With increased business growth and residential development, we expect to see the population grow by another 100,000 over the next 20-25 years.

Council has a strong governance and financial record and is strategically capable of supporting our residents.

Council is focused on supporting and managing population growth and is committed to delivering infrastructure improvements that support that growth.


The Opportunity

Council is seeking a Strategic Property and Buildings Manager that will provide specialist and technical advice to manage the leasing, licensing, and development of Council-owned and managed property.

This position will be responsible for managing strategic property projects, maintaining a pipeline of leasing and development activity and leading Council's strategic buildings function to ensure our assets are managed and maintained at the appropriate level of service within the available budgets.


The current property portfolio consists of:

  • 8 Investment properties valued at $225m;
  • 33 Operational land holdings valued at $363m;
  • Over 140 leases and licences that provide an income of more than $8m; and
  • 4 Biodiversity Stewardship Agreements.


In order to deliver our Capital Works projects to meet the demands of ongoing population growth, the Property team currently have 75 property acquisitions under negotiation with more expected in the next 3 years.

Forming part of the Investment portfolio, there are significant land holdings across the Shire that will be expected to deliver substantial growth, development and realisation of the assets within the next years.

As the Manager, you will support the Group Manager - Shire Strategy by:

  • Management of staff (3 direct reports and 6 in-direct reports), including mentoring/coaching, engaging, professional development and performance management to ensure the section achieves performance targets and business plan initiatives.
  • Creating growth strategies and planning to maximise Council's property portfolio.
  • Managing strategic property projects, including developing concepts, costings, financial feasibility, and business cases.
  • Evaluating, developing, and implementing strategies to support the undertaking of design and master planning of Council target property projects.
  • Coordinating and managing project consultants, and researching, scoping, preparing, and administering project documentation, including highquality briefs, quotations, expression of interests, tenders, and contracts, and associated advertising, award, administration, and closeout.
  • Preparing and implementing project budgets and ensuring the projects and associated activities are consistent with budgets and resources allocated.
  • Be proactive in the sale of Biodiversity credits, and management of the sites in keeping with the BSA Adaptive Management strategies.
  • Managing a highly skilled property and buildings team to deliver on the priority acquisitions required for Council's Capital Works Program over the next 510 years and the maintenance and renewal of Council's Buildings portfolio.
  • Manage the operational and community Land Register and the Leasing Register.
  • Act as Council's Native Title Manager.

About You
This is a truly unique & diverse opportunity, which will be a pivotal role a senior leader's career.

To be considered, you will:
- hold a Bachelors _or_ Masters Degree in; Property, Law, Business, Project Management or related discipline.
- have demonstrated experience managing a large and complex property portfolio, including identifying & assessing acquisition and development opportunities in conjunction with appropriate structures encompassing probity controls.
- have extensive knowledge of government property management, ideally including Crown Lands management.
- boast extensive project management experience, with an emphasis on strategic property and buildings projects.
- have managed, coached and developed diverse teams.
