We are seeking an experienced professional who has a proven track record in the development and delivery of corporate L&D programs, and L&D innovation.


As a program manager, you will have a strong stakeholder engagement focus and a client service approach to your work.

You will be confident and competent using systems and look for opportunities for process improvement. You take your financial responsibilities seriously and manage programs including contracts effectively.


We are after someone who is good team player and can see the connection between our work, the work of the Branch and how what we do supports the Treasury.

We want you to be driven and motivated, but also be a people-person: care about others, be invested in developing the team, and lend a helping hand when needed.

In this role, you will be action oriented and work proactively with limited instruction or guidance.

It is a busy and a dynamic role so you will need to have a positive and flexible approach to work, with an ability to manage competing priorities in a calm, efficient and effective way.

If you don't know something, you will be open to learning and have the right attitude and aptitude to learn things quickly.

You will use your excellent stakeholder management and communication skills to represent Treasury and the Branch in your interactions with the Senior Executives and their line areas, counterparts in other departments, third party providers and the wider APS community.


The main role of Treasury's L&D function is to identify and plan for departmental L&D requirements, create and manage learning programs and development initiatives, and support employees participating in L&D programs.

The team works closely with groups and divisions across the Treasury to assist them with their specific L&D requirements.

The
Adviser (Learning and Development) position is part of the L&D function within the Capability Team


The Adviser will:

  • Contribute to the identification of Treasury's learning needs in accordance with the Corporate Plan, the Workforce Strategy and operational plans.
  • Assist in the development, implementation, and effective communication of the L&D Action Plan.
  • Contribute to a contemporary approach to capability development based on research and HR best practice.
  • Administer, troubleshoot and maintain Treasury's Learning Management System (LMS) ensuring effective management of Treasury's L&D offerings, including systematic and accurate capturing and reporting of L&D data.
  • Develop, implement and maintain governance processes to support the effective use of the LMS to capture, record and report on L&D across Treasury.
  • Manage procurement for L&D contracts and ensure all financial requirements and obligations are met.
  • Coordinate the development and delivery of Treasury's suite of L&D programs and development initiatives, including those delivered in partnership with third party providers.
  • Work with line areas to develop and deliver relevant learning solution and inhouse technical training sessions and programs.
  • Identify process improvements including the more effective use of tools and systems to automate and streamline L&D processes.
  • Evaluate learning programs for effectiveness and where needed, make recommendations for change.
  • Coordinate Treasury's Reward and Recognition nomination process (twice per annum).
  • Coordinate Treasury's study assistance, including postgraduate study awards.

Experience

  • Experience administering an LMS to effectively support the delivery of L&D including using governance to manage and maintain the currency of L&D offerings.
  • Experience in the development, implementation and delivery of courses (eLearning or in person programs).
  • Identification of L&D solutions (platforms, tools, programs or systems) to address capability needs.
  • Effective relationship management skills with a strong customer service focus.
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).
