What does the business unit do?

The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.

Data, Digital and Insights (DDI) focuses on meeting the departments data and digital needs by providing responsive and sustainable services focused on supporting departmental outcomes.

The specialist groups within DDI consist of Technology Solutions and Evidence and Insights.

Technology Solutions explores and employs modern technology to enable the department's business to function via the use of modern, appropriate platforms, products and services.

Evidence and Insights is responsible for providing end-to-end evidence-based policy support to the Department of Justice and Community Safety, and the reporting of data and research to the Victorian public through the Crime Statistics Agency and the National Coronial Information System.

What will the role do?

A Data Analyst is sought to work as part of a team dedicated to providing analytic support for the development and monitoring of new policies and programs across the department, with a focus on the impacts of interventions designed to prevent future contact with the justice system.

The Investment Analytics team will be required to collaborate closely across the department to develop a strong understanding of new policy initiatives and programs, in order to establish mechanisms to measure and report regularly on program outcomes.

The team will support the conceptual development of reusable statistical modelling approaches, methodologies and tools to develop evidence on system demand, potential intervention points and on the likely impacts and return on investment of proposed initiatives.

The team will access and use a vast range of linked administrative data sources to support this work.
The Data Analyst will support regular data reporting, and the delivery of ad hoc data, analytics and performance outputs.

The role will involve working as part of a team to provide a responsive data and analytics consultancy service, which will require effective liaison with a variety of stakeholders to understand and deliver on their data and information needs.

Statistical analysis and the development of statistical and data reporting products in written and visual formats will also form key components of the role.

This may include analysing standalone or linked datasets to deliver data tables, dashboards, research papers and other products to support policy development, evaluation and public reporting.

The successful applicant will be required to adhere to data security and privacy policies and may be required to obtain a negative vetting 1 security clearance.

What skills should a Data Analyst have?

  • Experience in statistical data management and data processing systems.
  • Experience in the development, implementation, maintenance and review of data standards and classifications.
  • Experience in the interpretation, presentation and communication of quantitative data to a range of audiences, including through presentations, written reports and/or data visualisations.
  • Qualifications including a significant component of data analytics or empirical, quantitative social science research techniques are highly desirable. These may include, for example, qualifications in criminology, psychology, statistical or mathematical methods, econometrics and/or data science.
