The Role
The Pacific Labour Operations Division is responsible for managing and implementing the PALM scheme which has two key objectives:

  • to contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) and Timor-Leste; and


The department manages the PALM scheme domestic operations, in collaboration with the Department of Foreign Affairs and Trade (DFAT); Department of Home Affairs; and the Fair Work Ombudsman.

The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement.


Reporting to Assurance Program Managers, Assurance Officers are responsible for undertaking program assurance activities, investigations, sampling, and assurance visits to ensure compliance with obligations under the Deed and Guidelines in relation to the assurance of the Pacific Australia Labour Mobility (PALM) scheme.


Duties and Responsibilities

Responsibilities of the APS 5 may include:

  • Under direction and in accordance with the PALM Assurance approach and any other relevant materials, assist with and/or undertake:
o investigations into serious non-compliance (and potential non-compliance) matters,

o triage management for new non-compliance matter referrals,

o tip-off management,

o pay data assessments and input to cap reviews,

o targeted compliance reviews and assessments,

o assurance visits to Approved Employers,

o preparation of compliance related input for assessment of cap reviews and other relevant matters.

  • Provide governance support for the assurance program, including:
o leading functions that provide administrative support for and coordination of travel arrangements for assurance visits and prepare assurance visit reporting and related correspondence,

o provide coordination and assistance in team administrative activities and management of team schedules, mailboxes,

o Provide secretariat support for internal and external meetings.

  • Contribute to standard operational procedures, templates and internal policies to support the effective and consistent management of team functions,
  • Contribute to the delivery of a role specific training program for the Assurance Monitoring Team and/or Compliance Management Team,
  • Assist to develop and maintain internal and external stakeholder relationships,
  • Draft input for ministerial briefings and executive and governance reports, for review by Executive level employees.
