The Opportunity:


The Department of Parliamentary Services (DPS) is recruiting an Assistant Director, Financial Operations and Accounting member within the Financial Services Section, Finance Branch at Parliamentary Executive Level 1 (PEL1).

DPS supports the functioning of Australia's Parliament and the work of parliamentarians through professional services, advice and facilities.


We are looking for an enthusiastic and highly committed individual to join the Financial Services Team within the Finance Branch.

As part of a small team, you will report directly to the Director Financial Services, primarily responsible for managing the accounting and reporting requirements relating to financial operations and the financial statements including accounts payable, accounts receivable, treasury, credit card management, travel, payment platforms, inventory, reconciliations, policies, and other financial arrangements.


To be successful in this role you will have strong communication, collaboration and influencing skills, and high level of attention to details.


Who we are looking for:


  • Experience in communicating effectively in accounting and/or other relevant areas.
  • Experience in undertaking high level analytical and problemsolving work with a high level of complexity and sensitivity,
  • Experience in developing and maintaining key stakeholder relationships,
  • Proven ability to contribute to a positive work culture,
  • Knowledge of legislative frameworks, accounting standards and Government processes,
  • Experience with SAP, Concur, and/or similar systems, and
  • Minimum of 10 years' experience in the accounting field, and CA or CPA qualified.

Job Specific Requirements:


  • 10 years relevant experience, and CA or CPA qualified.
  • The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 1 classification.

The duties will include, but are not limited to, the following:


  • Manage the financial operations and treasury team.
  • Assist in the preparation of the Department's financial statements, and engagement with external and internal auditors.
  • Provide technical expertise and policy advice in relation to financial management and services, including preparing a range of written materials relevant but not limited to audit and risk committee papers, Senate estimates submissions, and corporate documentation.
  • Prepare technical accounting and financial policy papers.
  • Maintain strong systems of accounting controls and undertake regular review of their effectiveness.
  • Provide leadership and manage staff including developing, coaching and mentoring.
  • Establish and maintain collaborative relationships with key internal and external stakeholders.
  • Other ad hoc tasks as required including cross training and working collaboratively with the Assistant Director Financial Reporting and Accounting, and the Assistant Director Assets and Accounting to deliver outcomes.
  • Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice._
