    About the Role:

    As a Regional Property Manager you will manage a region of Melbourne that support the Strategic Portfolio, National Leasing, National Facilities and National Capital Works Managers in the delivery of the department's strategic approach to the ongoing acquisition, development, investment and maintenance of the property portfolio across the respective zone.

    What your duties will include:

  • Maintain productive working relationships with Zone stakeholders, including managing the disaster preparedness and response from a property perspective.
  • Lead the regional property team in overseeing and managing the delivery of individual projects resulting from the annual capital works programme, through the oversight of assigned Project Managers, including project timelines, project budget and forecast, variations to scope, defect liability management, reporting and associated subcontractor management.
  • Maintain appropriate governance, holding regular project meetings, determining Project Scope, tender documentation and evaluation oversight, preparation of spend proposals, detailed programme reporting, rigorous contract management and handover of completed projects.
  • Oversee the application of design standards to capital projects and provide feedback on design elements, particularly where issues or the need for deviations arise.
  • Manage the agency's property service provider's performance and outcomes under the WoAG Property Services Arrangements relating to ensure outcomes are achieved in the management of facilities and accommodation management, including Helpdesk performance, monitoring development and achievement of preventative (scheduled) maintenance, building services, building inspection and condition assessments, identifying systemic issues with asset performance, contingency planning, quality of service, quality of submissions to the department, accuracy and currency of information holdings, achievement of deadlines and compliance with legislative and Commonwealth requirements.
  • Monitor and report on the property service provider and downstream contractor performance in the management and delivery of services to support the outcomes of the organisation.
  • Contribute to the maintenance of policy and operational process documentation that supports the governance, oversight and management of capital works and facilities management.
  • Monitor organisational accommodation needs and churn to ensure optimum organisation and property short, medium and long term asset planning and outcomes.
  • Contribute to the broader Property Reporting Framework to ensure transparency of accommodation utilisation and performance.
  • Assist with detailed needs analysis and evolving departmental needs taking into account business knowledge, relationships between property holdings, government policy, Commonwealth Property Management Framework and future business needs.
  • Identify, develop and implement opportunities and innovations to improve practices, maintain all relevant standards, policies and guidelines; and review processes and procedures on a regular basis.
  • Contribute to the annual branch plans that align with organisational business and strategic outcomes.
  • Assist in the preparation of briefings and technical position papers as required.
  • Liaise and communicate with internal and external stakeholders as appropriate.
  • What you will bring to the role:

  • At least 5 within the Property and Facilities space is essential
  • Qualifications, demonstrated experience or passion relevant to the property function
  • Experience within the Public Sector is highly regarded
  • Strong management skills and experience at a Management level for at least 2-3 years is essential
  • Experience in property processes, guidelines and policy maintenance and applications
  • Strong ability to assist stakeholders in resolution of issues and deliver effective communication outcomes
  • to be successful you MUST be an Australian Citizen and eligible to clear a national police check
