As a Principal Program Consultant in the Reform Strategy and Delivery Office of the Department of Resources, you will be part of a team that works closely with the Director-General and across the Department on its significant reform agenda.

You will be responsible for providing advice, guidance, and support to the Reform Program and our stakeholders to deliver program management processes.

The role will support the project leads of the Reform Program by ensuring program and project management principles and benefits realisation are incorporated.

The Reform Program team manages four key departmental programs of work including the Queensland Resources Industry Development Plan (QRIDP), Lands Modernisation Program (LMP), and the Data Resources Development Program (DRDP) and the Critical Minerals Strategy (CMS).


In this role you will:


  • Assist in leading program governance principles that enable a clear strategic understanding of priorities, progress, key risks, and issues, to enable timely and confident decisionmaking.
  • Assist project leads with the development of project plans with clear communication, to deliver reform outcomes across the department.
  • Support project leads in identifying critical issues, implications, recommendations, opportunities, and priorities to support reform realisation.
  • Lead and maintain governance, scheduling, risk and issue management, and benefits reporting frameworks and databases.
  • Measure program/project performance milestones using appropriate systems, tools, techniques, and methods.
  • Identify and monitor project milestones with project leads to meet project deliverables.
  • Facilitate agreement of the benefits realisation plans and track benefits realisation during the life of the program.
  • Support the Program Delivery Managers to deliver and advise the Resources Leadership Team on the Reform Program.
  • Work collaboratively across the Reform Strategy and Delivery Office with the change and strategic policy teams to provide services and support to the Reform Program to identify and mitigate any risks or governance considerations.
  • Report on program stream and overall Reform Program performance to respective program boards.
  • Other duties as directed and required.

Ideally you will have experience in:

  • Project Management and Program Management qualifications (i.e. PRINCE2, Agile, PMBOK, etc.) or demonstrated experience.
  • Interpersonal skills in negotiation, networking, consultation, facilitation, influence, and communication (both written and oral).
  • Supporting a project/program delivery from commencement to implementation.
  • Risk management and governance frameworks.
  • Problem solving effectively and influencing leadership to deliver in line with project milestones and outcomes.
  • Managing multiple complex projects and business processes.
  • The use of Microsoft Project or similar scheduling software.
