The Opportunity

This full-time position of Executive Manager Development Assessment is responsible for managing DA functions within Waverley through the implementation of Councils Local Environment Plan.

These functions contribute to the economic wellbeing, protection of the environment and amenity expectations of the Waverley community, requiring this incumbent to maintain an in depth understanding of a wide range of best practice policy and procedures.


Reporting into the Executive Manager are 3 experienced/tenured Managers, who lead 24 staff across the group, including DA Planner, Admin and Customer Service staff, and a Legal Officer.

This position reports into the Director, Planning, Sustainability & Compliance, who is a highly experienced local government professional with exposure to Town Planning, Strategic Planning, Urban Release and Infrastructure Planning.

He is an engaging and approachable leader, who embraces different perspectives/opinions.


Key Priorities

  • Continue building a positive reputation & trust in the community, by delivering quality customer service & community outcomes
  • Supporting an IT upgrade (transition to new system property and rating system (currently in tender) which will affect the DA section
  • Achieving best practice through implementing continuous improvement initiatives
  • Maintaining effective professional relationships with the elected council
  • Continue building a highperformance team

Key Accountabilities

  • Leading a large team (27staff) including training, skills development, performance management, and recruitment.
  • Providing high quality negotiation and mediation of disputes relating to the development assessment process.
  • Assisting and providing advice to the Director to ensure efficient and effective operations achieving high levels of customer service.
  • Providing direction and control in relation to Land and Environment Court appeals

  • Fulltime permanent position, with an annual Total Remuneration Package between $197,184 $224,181 (inclusive of Superannuation and Car Allowance)

About You
We are seeking an experienced planner, who boasts both technical skills and staff leadership skills.

To be considered, you will have experience of:

  • Tertiary qualifications in Town Planning, Strategic Planning, Environmental Planning, Building Surveying, or other relevant discipline
  • Leading a multidisciplinary work team involving at least one of the areas in the Department
  • Developing and implementing organisational improvement and change strategies
  • Highly developed communication skills including excellent written, verbal and presentation skills
  • Advanced negotiation, problemsolving and consultation skills including demonstrated ability to operate in a political environment and deal with multiple stakeholders
