The Opportunity


The Care and Support Economy Taskforce in the Department of the Prime Minister and Cabinet is leading the development of the National Strategy for the Care and Support Economy (The Strategy) in partnership with Australian Government departments and agencies and working with states and territories.

The Strategy will address the goal of a sustainable and productive care and support economy that delivers quality care and decent jobs through the lenses of:

  • workforce
- quality and safeguards
- pricing and payments
- digital and innovation
- functional and operational alignment.


The Strategy will be delivered to the Government by 30 June 2023 and will include a road map of early actions that will be built on over time in a coordinated reform agenda to address its objectives.


The Care and Support Economy Taskforce is seeking experienced strategic communications officers to support the consultation and launch of the National Strategy for the Care and Support Economy.

All staff will work closely with key stakeholders in Treasury, Finance, Health and Aged Care, Disability and Support Services, Employment and Workplace Relations, Education, Veterans and the NDIS and NDIA.

This is a unique opportunity to contribute to an important strategic policy agenda following the Jobs and Skills Summit.


As the Strategic Communication and Engagement Adviser, you will provide communications advice and support to the Care and Support Economy Taskforce and its partner agencies.

You will be part of a team that advises on best practice communication for both internal and external audiences, while working collaboratively to leverage expertise and deliver outcomes.


You will work in a small team, and will oversee and develop considered and strategic communication strategies, and lead significant stakeholder engagement consultation to support and achieve policy objectives.

This includes the development of high quality, targeted content for various channels including website, social media, and public facing key messages, talking points and other communications products.

Positions are available from 1 July 2023. A merit pool may also be established to fill future vacancies over the next 18 months. Acting opportunities will be considered.


We are looking for people who are comfortable with uncertainty and complexity, have excellent judgement and good people skills, and who can liaise comfortably with client areas and stakeholders at all levels to deliver projects on time and to a high standard.

Experience delivering communications, a record of effectively managing people to deliver outcomes, and a keen interest in public affairs and the policy priorities of the Australian Government are essential.


You will possess:

  • Experience developing, implementing and evaluating effective communication strategies in internal and external environments, including a sound understanding of contemporary communication practices
  • The ability to develop and maintain productive relationships with colleagues and stakeholders at all levels, including providing advice to Ministerial offices and senior executive
  • Strong project management skills, including the ability to deliver outcomes while managing competing priorities and multiple client areas
  • Exceptional writing skills, including the ability to write succinctly and in plain English
  • The ability to be flexible, agile, and respond constructively to tight deadlines, change and uncertainty
  • Excellent judgement
  • Experience measuring the impact of communications activities, including through market and evidencebased research, data analytics and other forms of monitoring and evaluation
  • Experience managing staff.
  • An understanding of the Government campaign advertising framework, or experience in Government advertising campaigns
  • Knowledge of or experience of the care and support economy
  • An understanding of data analytics, measurement and experience in undertaking evaluation reporting.
