Our Purpose


VicReturn is an exciting new business, tasked with the oversight and administration of Victoria's Container Deposit Scheme ("CDS Vic"), which is scheduled to launch in November 2023.

At VicReturn we are motivated to help keep beverage containers out of landfill, creating clean streams of recycled materials that help to build our Circular Economy by promoting product stewardship of all Beverage Suppliers in Victoria.

As the appointed Scheme Coordinator for CDS Vic, we work with government and partners to oversee the building of a large-scale container recycling network which will play a key role in transforming Victoria's waste and recycling system.

Through a 10c refund for every eligible container returned we will encourage Victorians to collect and recycle their beverage containers, making a positive difference to our people, environment and local industry.

The Role


The Risk, Fraud and Governance Manager (RFGM) supports the Chief Risk and Audit Officer, Chief Executive Officer, Executive Leadership Team, Board, and organisation to meet the strategic plan objectives and to provide organisational and scheme leadership as a key senior manager.

The primary purpose of this role is to lead the Risk, Fraud and Governance function with their mandate to build confidence in the scheme by maintaining the Scheme's integrity through development and execution of VicReturn's Scheme and Organisational Risk, Fraud Control and Governance disciplines.


Skills and Experiences:

About you

Leadership, Practical Skills/Experience

  • Strong leadership capability with a track record of creating and or supporting a high performing culture based on values, trust, respect, and integrity.
  • Critical thinker and adaptive problem solver, with experience directly managing and or contributing to both strategic and operational objectives.
  • Excellent collaborator known for achieving results in challenging environments.
  • Result orientated leader with experience developing and managing high performing teams.
Customer centric approach, despite working in regulatory and or similar capacities.

Technical Skills/Experience

  • Developing and managing risk management frameworks, programs, plans and associated processes (priority being both operational).
  • Developing and managing systems, data analytics processes and reports to improve compliance, effectiveness, and efficiency
  • Fraud and corruption control compliance and investigation activities.
  • Internal audit and key governance disciplines of WHS, Environment, Cyber and Protective Security and Enterprise Resilience (EM/BC/DR).
Managing audit operational audit programs and work streams.

Education and Professional Expertise

  • Degree/related qualification/s in risk, fraud and or governance or equivalent level of relevant work experience in the fields of risk management, fraud and corruption control and internal audit.
  • Experience and understanding of undertaking risk management and internal audit activities in an operational setting.
  • Experience working within a professional services firm or similar with experience across risk management, fraud control and governance disciplines standards and better practice.
  • Experience developing programs, plans and associated processes to monitor, detect, identify, and investigate instances of fraud and misconduct.
  • Desirable experience working within or directly to government department/agency and or law enforcement at state, federal or local level and or experience working across contractual, legislative, and regulatory frameworks or within organisations or teams governed by these.

DESRIABLE

  • Desirable experience across regulatory/forensics and corporate intelligence.
  • Waste industry knowledge and or experience.
  • CIA or other auditor specialist qualifications.
  • Experience across project, program and or portfolio management.
  • Experience across change management.
Beverage industry knowledge.
