About the Upper South Creek Project


New greenfield Advanced Water Recycling Centre and associated infrastructure which will provide wastewater services and recycled water for the Aerotropolis, Western Sydney Airport and Southwest Growth Areas.


  • The project will include the Design, Construction and 10yr Operation of a Wastewater Treatment Plant and an Advanced Wastewater Treatment Plant, which will produce:
  • High-quality treated water suitable for recycling & environmental flows to an ultimate capacity of 70ML/d
  • Biosolids suitable for beneficial reuse
  • A new 25km pipeline from the AWRC to Sydney Water's existing wastewater system to discharge brine.
  • A new 16km pipeline from the AWRC to the Nepean River, to release excess treated water.
  • This project will be one of the most technologically advanced wastewater treatment plants in the Southern Hemisphere.

About the Role


Whilst you will be initially based on the Upper South Creek Project, this is a permanent career opportunity with John Holland.

As a Commissioning Manager, you will provide site commissioning, preconstruction, testing and handover activities throughout the entire life cycle of this project.

As we prepare for a busy construction schedule you will review documentation, liaise with the design and construction team, provide expert advice on best practise, lead inspections of plant and equipment in addition to installation and construction of this project.

Reporting to the Project Director, you will join an experienced delivery team with a supportive culture and focus on collaboration and success.


Responsibilities of the role include:


  • Lead development of testing & commissioning strategies, plans, and procedures
  • Management of multidisciplined testing and commissioning activities in a coordinated and cohesive manner in brownfield and greenfield delivery
  • Manage process to ensure systems and infrastructure is tested and commissioned against requirements, is ready for integration into operational networks and fit for intended purpose
  • Determination and implementation of progressive off site and onsite testing and commissioning programs to support the verification and validation process and ensure all evidence is captured, available and traceable
  • Establishment of testing and commissioning systems to enable effective and efficient testing & commissioning management both internally and across contract boundaries
  • Coordination with the engineering and quality teams for the comprehensive capture of testing and commissioning evidence

To be successful in this role, you will have:

  • Demonstrable knowledge of the Operational Readiness requirements for bringing a railway project into operations
  • Knowledge in asset management fundamentals and the asset lifecycle
  • The ability to communicate effectively with varying levels of personnel (managers, supervisors, Technicians)
  • The ability to work autonomously
  • Determination and detailed planning of critical commissioning events as part of an overall integration strategy
  • Planning, implementation and management of integrated testing and commissioning programs and schedules
