Our client, a national organisation within the aviation industry, are currently seeking a Program Manager for an initial 2 year fixed term contract for their Brisbane Airspace Program.


The Position
The New Parallel Runway (NPR) at Brisbane Airport opened on 12 July 2020, introducing new flight

paths to accommodate parallel runway operations.

A Post Implementation Review (PIR) was conducted 12 months after the implementation of airspace and flight path changes to confirm actual noise and aircraft operations and to identify opportunities to improve noise and operational outcomes, inform future changes and contribute to the continual improvement of change management process.


As the Brisbane Airspace Program Manager, you will be required to:

  • Drive the delivery of the program, aligning with the Investment Case.
  • Demonstrate an understanding of community engagement practice and manage program implementation cognisant of community needs and interests.
  • Manage the vendor to guide, assess and assure flight path design options.
  • Engage with community, government, industry and regulatory groups as required, with support from internal Airservices stakeholders.

As the Brisbane Airspace Program Manager, you will be required to:

  • Drive the delivery of the program, aligning with the Investment Case.
  • Demonstrate an understanding of community engagement practice and manage program implementation cognisant of community needs and interests.
  • Manage the vendor to guide, assess and assure flight path design options.
  • Engage with community, government, industry and regulatory groups as required, with support from internal Airservices stakeholders.

Roles and responsibilities include;

  • Lead a crossfunctional, matrixed team to define and manage an integrated Program delivery plan including, but not limited to, benefits maps, benefits profiles, strategies, risk, issues and opportunities, delivery plans, benefits realisations plans, stakeholder engagement and communications plan, and assurance plans.
  • Maintain the integrated Program delivery plan and baseline, monitor actual progress and cost to date and forecast progress and expenditure in future tranches.
  • In concert with SROs and the Program Management Delivery Lead, shape the project needs of the program and secure appropriate capability to deliver.
  • Drive overall performance of the Program, and subordinate projects, including monitoring and reporting of stakeholder management, risk and issue management and benefits realisation.
  • Promote a learning organisation through the ongoing continuous improvement and education of key stakeholders.
  • Manage the Program within assigned delegations and agreed quality and risk parameters.
  • Oversee and manage Program budget and performance targets, including the promotion of an efficient and costconscious culture across Project Delivery.
  • Proven experience in driving, delivering and sustaining a largescale Program to achieve outcomes in a complex environment.
  • Minimum 10 years experience in:
  • leading large diverse teams in a delivery environment,
- managing contractors and delivery partners to achieve program outcomes.
- delivering Programs in a leadership position

  • Portfolio, Program and/or Project management qualifications, other than MSP, with supporting experience is desirable.
  • Sound knowledge of air traffic control and airspace management would be highly desirable
