Policy Precincts and Innovations is a group within the Department of Transport and Planning, and is responsible for providing policy direction, planning and leading innovation for integrated, simple, safe connected journeys.

About the Role

The Manager, Statutory Planning Facilitation leads a team of urban planners that provide complex and authoritative statutory planning advice to ensure that the State Transport System is protected as land use change occurs.

This includes preparing guidance, technical material (like practice notes) and delivering training to support statutory decision making on behalf of the Head, Transport for Victoria.

The position plays a critical role in ensuring compliance with statutory requirements under the Planning and Environment Act 1987 and essential support to DTP regions who prepare planning permit referral responses.

The position will prepare submissions and represent the Head, Transport for Victoria at the Victorian Civil and Administrative Tribunal if required.

The position leads priority projects, including preparing or coordinating planning and environmental approvals for transport project delivery.
Key Selection Criteria

  • Lead and contribute to the development of authoritative land use planning advice and guidance pursuant to the Planning and Environment Act 1987 to support statutory decision making on behalf of the Head, Transport for Victoria.
  • Exercise analytical and problemsolving skills to preempt and mitigate risks in relation to statutory decisionmaking matters.
  • Develop a community of practice within the Transport Portfolio to support sharing of expertise and best practice statutory decision making.
  • Prepare accurate, concise, timely and relevant advice and documentation, briefings, correspondence, submissions and reports to articulate complex concepts for a range of audiences including Ministers and departmental executives;
  • Develop strong relationships with key stakeholders and liaise closely with Transport Portfolio entities in regard to the delivery of statutory planning decisions.
  • Contribute to effective leadership and management of a team by fostering a collaborative and high performing culture aligned with the department's values.
  • Effectively plan, organise and manage resources, to deliver an agreed scope of work, within agreed timeframe and budget, to achieve the desired outcomes.
Qualifications and Experience
Mandatory

  • Qualification in planning and at least 8 years relevant experience
Qualifications (Favourable)

  • Experience in case management and representation at VCAT would be highly regarded
