The Role

Within the HR Strategy and Design function, the APS5 Establishment Officer is accountable under limited direction for complex establishment, position management and transactional work in the integrated Defence workforce.

They interpret and provide advice based on legislative frameworks, policy and procedures by conducting specialist research and analysis. The officer organises their workflow, makes independent decisions, and coordinates team efforts, contributing to ongoing self-improvement. Specific duties include resolving HR information system anomalies, processing complex proposals, updating data and liaising with stakeholders.

Moreover, the APS5 Establishment Officer may assume leadership roles such as a team coach or supervisor. In this capacity, they set work priorities, allocate tasks, and manage workflows and performance.

The officer reviews and enhances the quality of work executed by team members, identifying opportunities for on-the-job training, thereby contributing to the continuous improvement of the team's capabilities.

This leadership dimension underscores their integral role in achieving complex workforce objectives.

The APS Establishments team provides a comprehensive APS Establishment management, validation and data entry of all PMKeyS position transactions, complying with Defence Work Level Standards, DAPSSCO, Defence Establishment policies, APS Legislation, HR Delegations and PMKeyS business rules, by providing:

  • A single access point for APS Establishment Management and APS Position Transaction processing.
  • Consistency and accuracy from one single source of data being used across all Defence Groups and Services.
  • A single escalation point for resolution of APS establishment management issues equipped to support Defence's diverse requirements.
  • Quality assurance and governance framework to improve service delivery and efficiencies and support implementation of Defence strategic people initiatives.
  • Do you build and sustain productive working relationships and enjoy working collaboratively to achieve business objectives?
  • Are you are organised, willing to learn and possess good analytical and problem solving skills?
  • Are you customer and outcome focused, and have stakeholder engagement experience?
