Key Duties and Accountabilities:


  • Participate as an active member of the Human Resources leadership team to deliver HR initiatives and department services.
  • Provide leadership and direction for a team of case management and employee and industrial relations professionals working to develop and deliver strategic solutions, advice, resources and services to the Department Resources.
  • Manage a complex workforce case management service providing professional advice and support including discipline, investigation, employee complaints, corrupt conduct, public interest disclosures, conflicts of interest, ethics functions, industrial relations and performance management in accordance with the Public Service Act 2008 and relevant legislation.
  • Provide high level interpretation of legislation, industrial instruments, and awards.
  • Manage working relationships with unions in compliance with legislative frameworks and sector wide Industrial Relations Reform principles.
  • Lead the development of employee relation and IR systems processes, procedures and policies reviewing and enhancing in consultation with relevant stakeholders.
  • Demonstrate strong interpersonal communication including verbal communication techniques to ensure effective conversations with executive management.
  • Coach, guide and train management, supervisors, and HR practitioners to build capability on contemporary employee relation matters.
  • Be savvy at stakeholder engagement, collaborate with key stakeholders and manage expectations and processes in a fluid and sometimes emotionally changed environment.
  • Lead the Employee Relations & Industrial Relations planning aspects for continuous business improvement and resource management of the team to effectively deliver business priories and outcomes.
  • Represent the department at interagency meetings and forums.
  • Represent the department in matters before various Commissions (i.e. Queensland Industrial Commission, Human Rights Commission).
  • Maintain oversight of governance matters including HR resources and Delegations.
  • Build and maintain professional internal and external client relationships with a high level of understanding of client expectations, to create sustainable working partnerships in order to facilitate quality human resource management practices and organisational development throughout the department.
  • Prepare accurate, timely and relevant advice, workplace matter assessments, submissions, briefings and correspondence for decision maker review.
  • Promote workplace health, safety and wellbeing within the team and the wider department.
