As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.


Please note:

This position will be transitioning to Queensland Police Service (QPS) as part of a Machinery of Government Change prior to 30 June 2024, with the SES due to become an entity of the QPS.

As part of this transition, you will be required to undergo QPS vetting in accordance with the Police Service Administration Act 1990.

Purpose of the role


The SES Strategy and Planning Directorate delivers on SES organisational priorities and objectives, providing strategic management of SES future and developing capabilities and functions.

The SES Planning Unit supports and monitors the development and implementation of operational planning that aligns with the SES vision and mission, develop and maintain the risk management frameworks and register, and coordinate the data-gathering and reporting of lessons learned from emergency events.


Reporting to the Executive Manager, you will be responsible for developing the SES lessons management framework and providing valuable insights for how capability has performed through the analysis of internal and external lessons.

In addition, you will lead and support learnings through the sharing of case studies and operational review reports developed from the internal lessons management process.

You will also contribute to the development and implementation of the SES Planning Framework and operational planning policy and procedures for the service as required.

Key requirements

Highly desirable requirements

  • Knowledge and experience in lessons management, principles and processes.
  • Knowledge and experience of the national Australasian Inter-Service Incident Management System (AIIMS) framework.
  • Knowledge and experience in developing and implementing high level operational planning products, services, policies and procedures.
Special requirements

  • This role supports SES operational activity through representation in either an SES Operations Centre, State Disaster Coordination Centre, SES Regional Operations Centres and/or Incident Control Centres and/or Emergency Operations Centres as required.
  • The incumbent will be appointed as a staff member of the SES and the hours of duty applicable to this role are pursuant to the Queensland Public Service Officers and Other Employees Award
  • State 2015: specifically, the spread of ordinary hours for SES staff are 0600 to 2200, Monday to Sunday.
  • It is expected that the incumbent may participate in an outofhours oncall roster during emergency operations. This may require work outside of normal hours (e.g. night shift), including weekends, working extended hours and may include deployment to other parts of the state.
Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Provide high-level strategic leadership and direction for the ongoing management of lessons, including recommendations for business improvement to the capture, analysis and reporting of lessons.
  • Prepare, evaluate and review complex reports, briefs, submissions, and other correspondence on issues and initiatives in accordance with departmental requirements.
  • Build, consult with, and maintain effective working relationships with key internal and external stakeholders to support efficient processes for the successful initiation of action plans to address recommendations, insights and the development of learning.
  • Lead, manage and coordinate analysis activities, including the articulation of requirements, and work with key stakeholders through workshops and meetings to help support improvement through lessons.
  • Provide strategic advice to senior management regarding best practice lessons management processes and recommendations for improvement through lessons.
  • Provide ongoing coaching, mentoring and support to teams to promote best practice lessons management processes and procedures.
  • Manage and monitor progress of projects and programs that contribute to meeting operational planning needs of SES, promoting best practice project management methodologies.
  • Promote and support a teamwork approach by developing an understanding of team roles and working collaboratively to achieve outcomes with a commitment to effective and quality service delivery.
