The Role

The Third Country Deployment (TCD) Manager focuses on all aspects involved in facilitating approvals for sensitive and highly-sensitive TCD requests involving ADF/APS personnel on exchange or secondment with another nation, including requests for foreign nationals on exchange with the ADF.


The TCD Manager will, under limited direction, be responsible for the management and coordination of the approval process for individual service personal deploying to another country from an overseas posting (TCD).

They will also Investigate archived Third Country deployment documentation and make recommendations on outstanding administration and Conditions of Service Entitlements and have the ability to contribute to the development of personnel policy, doctrine and the capture of lessons learned.

The role will be varied and involve complex administrative work supporting access, influence and interoperability outcomes with coalition partners.


This role requires:

  • Extensive stakeholder engagement.
  • Brief writing to all levels.
  • Liaison with a broad range of stakeholders.
  • Consultation on the interpretation/implementation of national governance requirements underpinning the policy, legal, reporting and administrative expectations for TCD personnel.
  • Preparation and review of sensitive and highlysensitive briefing products for senior ADF Commanders.
  • Completion of all pre

- and post
  • TCD documentation.
  • Other duties including drafting/releasing signals, Defence One data entry (operation log/activity log entries) and weekly reporting requirements.

The role of the Third Country Deployments (TCD) Administrator falls within the Global Team of the Operations and Plans Branch which is comprised of ADF and APS personnel.
