About Us


The Investment and Technology Group within the department is responsible for leading investment strategy and providing commercial and information technology services.

The Commercial Transactions Division is part of this group and operates as a center of excellence for the department on commercial tenders, negotiations, management, and advisory services.

Their portfolio includes various transaction and commercial advisory projects, and planning for retendering and designing new contracts is critical to driving improved commercial outcomes across the transport portfolio.

Achieving the best policy and value-for-money outcomes for the State requires robust planning, strategic thinking, and well-run competitive transaction processes.


About the Role

Key Accountabilities

  • Develops commercial strategies and manages highrisk supplier relationships.
  • Establishes complex public and private partnership agreements.
  • Governs supplier relationships both within and outside of procurement function.
  • Identifies and manages commercial, contractual, operational, financial, reputational, ethical and supply chain risks.
  • Develops risk management tools and techniques to identify and prioritize risks to service delivery.
  • Manages compliance and eliminates noncompliant practices in procurement.

Key selection criteria
Approves and designs project governance frameworks, anticipating changes for complex projects.

  • Oversees project and program audits and reviews.
  • Translates strategies into programs or projects and defines governance to maximize success.
  • Uses critical thinking to develop sustainable solutions beyond immediate area of work, integrates improved capabilities into service delivery processes, assumes solution architect or project manager role.

  • Assisted in the evaluation of PTT proposals and given meaningful insights from the implementation and delivery perspective of the project.
  • Assisted with the contract negotiations and alignment, highlighting any issues within the delivery of the project, and establishing solutions to mitigate any risks to the delivery of the project.
  • Developed implementation plans and engaged with all stakeholders to ensure operational readiness across Public Transport operators, the Department, and suppliers.

  • Stakeholder Management-Key internal and external stakeholders have been effectually engaged and collaborative partnerships led across the government, the private sector and with the community to integrate and coordinate policy, regulation, and delivery of services.

Qualifications and Experience

Mandatory- Proven track record of working on significant technology projects in both public and private sectors, with expertise in various procurement models.

- **Experience in IT procurement within government

Strong track record in leading commercial analysis and advising government initiatives
