About the role:


The Manager, Aboriginal Self-Determination and Reform will hold accountability for the design, delivery and implementation of funding reform projects to ensure greater sustainability of the Aboriginal communitycontrolled sector and delivery of funding investment in line with principles of self-determination and priorities identified in the Victorian Aboriginal Health and Wellbeing Partnership Agreement and Action Plan.

The position will lead a small team to coordinate and lead responses to new and emerging issues and risks and develop new ways of working relating to funding allocation, budget bid development and service commissioning.

The role involves developing effective relationships with a range of internal and external stakeholders including relevant Divisional offices, government agencies, health services and the Aboriginal communitycontrolled sector and a range of program and policy areas within the department.

How you'll make a difference:


  • Effectively supervise and provide leadership to a team of employees.
  • Oversee, monitor, and/or deliver projects in line with the principles of selfdetermination and relevant legislations and government regulations and guidelines.
  • Identify emerging issues, risks and trends impacting on the successful achievement of key business objectives and imperatives and provide high quality business intelligence and sound recommendations based on cultural knowledge and expertise, comprehensive research and investigations.
  • Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.
  • Provide cultural lens, leadership, guidance and authoritative advice to internal and external stakeholders and prepare and present detailed, comprehensive reports, ministerial briefs, cabinet and agency submissions on complex matters.

Our next Manager of Self Determination and Reform:

The successful applicant will demonstrate sound leadership and people management skills, as well as an ability to influence others to maximise efficiency and effectiveness of the Victorian health workforces and improve outcomes for Victorians.


Along with these, you will possess:

  • Cultural knowledge and expertise including the ability to identify emerging issues, trends and potential risks that impact upon Aboriginal and Torrest Strait Islander people.
  • Demonstrated experience and understanding of working with Aboriginal organisations and Aboriginal community
  • Strong understanding of the Victorian health system and knowledge of the department and its operating processes and information system.
