As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland.

The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities and many partners.

Purpose of role


Marine Rescue Implementation team provides program support to progress the transition to an integrated statewide marine search and rescue volunteer capability and assists QFES with planning and delivering future integrated service outcomes.

The team works closely with a wide range of stakeholders including the Australian Volunteer Coast Guard Association and Volunteer Marine Rescue Association Queensland to highlight complex issues, explore options and provide strategic advice for the development of an integrated volunteer marine search and rescue service within the department.

Reporting to the Director, you will be a key member of the team assisting with strategies, implementation and plans to align with program priorities.

You will work closely with key stakeholders to deliver marine search and rescue capabilities while working collaboratively with the project managers and other program team members to ensure effective realisation of benefits.

You will be responsible for leading and managing a multi-disciplinary team and providing strategic oversight in regard to capability management and service integration, including doctrine, for the realisation of strategic initiatives, including advice and leadership on the development of capability models and supporting frameworks to deliver a new integrated marine rescue service.

Key requirements

Highly desirable requirements

  • Knowledge and understanding of capability management or previous experience working with business capability models.
Knowledge and/or qualifications in project management or previous experience leading or working in a program/project management environment.

Special requirements

  • Capacity to work on night and weekends to suit a volunteer environment.
Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and manage the provision of ongoing project outputs across multiple initiatives, in a coordinated manner to achieve the successful delivery of an integrated marine search and rescue capability.
  • Provide highlevel strategic advice and oversee the analysis of capability requirements for both capability owners and recipients to fine tune interactions and ensure effective engagement and delivery of the Marine Rescue Implementation Program.
  • Manage coordination and implementation of doctrine, frameworks, policies and procedures to support ongoing planning, prioritisation and feasibility analysis that helps shape the investment plan and ensures capability is integrated successfully.
  • Work with relevant stakeholders to support the delivery of training and induction requirements in relation to volunteer marine rescue capability integration and implementation strategies, including recommendation for continuous improvement to achieve successful outcomes.
  • Prepare and review complex reports, briefing notes, submissions, and correspondence relating to capability uplift and performance reporting, in accordance with departmental requirements.
  • Build, consult, negotiate and maintain effective working relationships with internal and external stakeholders to promote and establish current capability and investment management processes.
  • Represent the department on various forums, including planning and coordination of capability workshops with a view to promoting innovation, service delivery enhancements and successful program delivery.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
