The Role


Reporting into the Permitting Director, you will be responsible for the evaluation of policies, legislation and regulation and the development of strategic responses to advance CCS and the CarbonNet Project.

As an experienced policy practitioner, you will be skilled in briefing senior executives, and writing and reviewing Cabinet submissions.

To be successful, you will draw on your strong coordination and management skills, understanding of governance and decision-making processes and ability to influence others to deliver high quality and nuanced advice.


The position has the following key accountabilities but not limited to:

  • Lead the Project's strategic policy analysis in relation to CCS by monitoring and evaluating CCS related legislation, policy developments and regulatory changes in Victoria (and other states for lessons learned) as well as at the Commonwealth level. Provide insights and analysis to CN's business units, report on policy implications for CarbonNet and recommend responses to influence policy development.
  • Prepare highlevel issues briefs, authoritative policy papers, and comprehensive reports on complex issues within a multidisciplinary environment, for the Minister and senior departmental officers. Lead the preparation of briefs for Parliamentary hearings, and presentations for internal and external audiences to support increased awareness and profile of CCS and the CarbonNet Project.
  • Monitor government inquiries and consultation processes that relate to CCS, carbon abatement technologies related to CCS solutions, sectors that impact upon CCS or CarbonNet operations (eg offshore wind developments). Coordinate and lead drafting of submissions and responses, navigating the ambiguity, formulating innovative and workable solutions, and supporting informed decision making in a complex environment.

The Team
The position of Strategic Policy Manager forms a part of the Invest Victoria branch in the Global Victoria group.


Invest Victoria is the Victorian Government's key economic development agency which is responsible for: setting investment strategy for the State and guiding its implementation; attracting and leading foreign direct investment opportunities; leading investment opportunities of state significance; providing information, support and facilitation services for investors; leveraging additional economic development benefits and investment outcomes from a range of government activities such as procurement; enhancing whole-of-government mechanisms (such as facilitation services and financial incentives); identifying and advising on areas to improve business investment environment; and managing and coordinating the State's investment pipeline.
