Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for providing investment strategy and to deliver commercial and information technology services to drive high performance and improved commercial outcomes for the State.


About the Project


The Department of Transport & Planning, through Head, Transport for Victoria, has contracting relationships with our major train and tram operators - Yarra Trams & Metro Trains Melbourne, managed on behalf of the Victorian Government.

Agreed and awarded in 2017, these franchise agreements are currently in place until 2024 (tram) and 2026 (train).

The department has established a new project team, MR5, to comprehensively review the State's franchise framework.

The team will provide options and construct future agreements for implementation following the expiry of the current MR4 franchise agreements in December 2024 (tram) and June 2026 (train).


The MR4 contracts detail, among other requirements, the day-to-day operation of services and performance standards; responsibilities about customer service, security and staffing; and maintenance and cleaning.


The new project team will support the department's regular due diligence and review of existing and future proposed arrangements, ensuring that our contracts are providing the best value for money and enhanced services for the Victorian community.


About the Role


Reporting to the Deputy Project Director, this role will be required to lead multidisciplinary work streams to deliver on the project objectives.


The Commercial Transaction Manager will work closely with the broader project leadership team and other stakeholders within and external to the Department of Transport, and draw on the expertise of specialist advisory consultancies.

The role will be responsible for project management and probity.

This will include managing the schedule and progress of all project work streams against objectives, budget and timelines, and creating frameworks to identify, resolve, manage, and/or escalate key legal, commercial, and technical issues.

The role will include overseeing third party due diligence work.

It will also support the Deputy Project Director in meeting project governance requirements, including through development of key briefing materials.


We are seeking a skilled Commercial Transaction Manager with exceptoinal stakeholder management skills (including negotiating skills), good attention to detail and exceptional organisational skills.

We are looking for an individual with strong leadership skills who will manage a team in a high pace and at times stressful environment.

You will have to be able to provide clear, informed and articulate advice on commercial and transaction related issues to be successful in this role.
