***: The Manager, Payroll Services is responsible for the provision of customer centric payroll service delivery, remuneration and benefits (including salary packaging and novated leasing) to employees of both the Department of Health and the Department of Families, Fairness and Housing and their Statutory Bodies.


Acountabilities:


  • Maintain an understanding of issues impacting the department's employees and investigate and lead critical projects that develop and review policies, professional standards and operating practices that enhance service delivery, budget effectiveness, efficiency and improved client outcomes.
  • Forge strong connections across the departments and with external stakeholders to facilitate a partnership approach.
  • Identify and actively manage emerging issues and areas of risk for government, department and the community.
  • Work with senior management to set and achieve key performance indicators and standards.
  • Effectively manage and provide leadership to a team of employees by:
  • leading and supporting individuals to achieve their potential and contribution to organisational goals and outcomes
- modelling behaviours integral to good people management and departmental values
- where relevant, managing and monitoring specific improvement objectives in annual improvement plans relating to the area of responsibility
- pro-actively building and maintaining positive relationships with peers and stakeholders across the organisation.

  • Provide strategic thinking and future planning to improve the payroll customer service levels, reduce processing errors and ensure responsive payroll services are provided to the department.
  • Lead and mentor a large team of professional payroll staff, while ensuring accuracy and timely processing of the fortnightly payroll, resulting with staff being paid on time and correctly each fortnight.
  • Provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious or sensitive information or workforce data on matters of staff or business.
  • Represent the department on key government and nongovernment committees and bodies.
  • Monitor and review the quality of payroll services and systems and make recommendations to continuously and consistently improve service delivery and quality and meet the changing needs of the department.
  • Identify and respond to new and emerging strategic issues impacting on the operating environment.
  • Keep accurate and complete records of work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
