The Role

The Australian Government supports families with the cost of child care through subsidised fees, amounting to almost $12 billion each year.


This is an exciting position that analyses data on child care usage, services, fees and subsidies, and provides financial information on the current policy and the impact of possible changed policies.


Reporting to the Director, Infrastructure and Modelling, the EL1 leads a small team responsible for modelling and costing policy alternatives on child care subsidies, forecasting expenditure for budget estimates, and supporting the department's regular financial reporting requirements.


The team works closely with internal and external stakeholders and provides modelling analysis on child care usage, services, fees and subsidies, and provides financial information on the current policy and the impact of possible changes to policies.

The team will also be involved in the redevelopment of the Child Care Forward Estimates Model.


Duties and Responsibilities
Responsibilities of the EL1 Assistant Director may include leading a small team to:

  • Project manage and produce budget estimates to reflect the latest expectations of future child care fees, usage and subsidy levels including estimated profit and loss, balance sheet and cash flow over the forward years to optimise the allocation of funds and establish priorities.
  • Model alternative policy scenarios identifying key demographic and child care subsidy impacts to support evidencebased policy decisions.
  • Provide high quality costings and advice to policy areas and the senior executive to assist in the development of new policy options.
  • Analyse monthly and annual financials to identify emerging trends and variances to budget estimates.
  • Project manage, design, prototype and implement computer programs that navigate data warehouses and manipulate large administrative data sets with complex structures for use in reporting and analysis of child care payments and programs.
  • Support the redevelopment of the Child Care Forward Estimates Model to align with the upcoming future technology state and meet the growing need for timely accurate policy costings and financial reporting.
  • Fostering a performance culture by coaching and mentoring staff, supporting career development, and effectively managing performance.
