    Description

    The Commonwealth seeks Industry participation to provide capability management services to the Land Command, Control, Communications, and Computing (LC4) Program. The services will be provided as part of an integrated team within Army Headquarters to exercise Chief of Army's Capability Management accountabilities for the LC4 Program.

    The LC4 Program is managed by the LC4 Directorate within the Systems and Integration Branch of Army Headquarters. The LC4 Directorate is transitioning to a programmatic multi-tranche approach. This will achieve continuous and iterative delivery of capability, rather than traditional project structures and 'big bang' acquisition typically characterised by high complexity, long schedules and large budgets. This approach will provide the flexibility to address capability needs, maintain pace with technology and allies, and respond to emerging threats/opportunities

    The Analyst positions will support the LC4 Program through the identification and facilitation of the appropriate, relevant and required Fundamental Inputs to Capability (FIC) elements in order to support the delivery, sustainment and operation of future iterative LC4 capabilities. All positions will therefore work across all of the necessary FIC elements (Personnel, Organisation, Systems, Training, Facilities, Operations and Introduction into Service. Supply/Support-ILS). The FIC Analysts will represent LC4 FIC interests within relevant/related Integrated Product Teams including but not limited to: FIB, eFIB, L4140 and L200-3. The FIC Analysts will assess needs and priorities and ensure this is aligned and appropriately considered within Tranche plans.

    The following describes the duty statement and requirements of the FIC Analysts:

    1. Maintain the Land C4 FIC baseline including the strategies to remediate and conduct uplift.
    2. Develop and maintain the Land C4 FIC management plan, integrated with the Land C4 Program facilities investment.
    3. Conduct planning and business analysis across each Fundamental Input to Capability component to support project definition.
    4. Collaborate with Army headquarters, CASG and Army functional commands to assess, understand and plan the FIC required to support the expected capability development activities within the LC4 Program.
    5. Collaborate with projects (Army, Joint and and other groups and services) that have FIC dependencies on LC4 capabilities; in order to synchronise effort across project scope and schedules.
    6. Synchronise Land C4 project and FIC uplift activities with Army initiatives and activities within the Defence Synchronisation Tool.
    7. Collaborate with Army functional commands and develop TASKORDs, introduction into service directives, and other formal correspondence to enable Army to manage realisation of all FIC.
    8. Support the development of project Business Cases and other written documentation. Provide the analysis and briefings as needed to support work take-on assessment.
    9. Conduct end-user engagement on current gaps and needs and develop options on how to progress these.
    10. Provide subject matter expertise into project Tranches, regarding the assessment and management of FIC.
    11. Contribute to the development of the Benefits Management plan and provide reporting into governance forums on the progress and risks to achieving FIC and benefits.
    12. Analyse cross-project dependencies and support the Land C4 Program management and synchronisation of activities.
    13. Support audits and other Program governance activities.
    14. Provide support, within discipline, to other functional areas in Land C4 Program, including the management of requirements.

    Qualifications and skills:

    Essential:

    1. Experience in the One Defence Capability System
    2. Demonstrated experience in Business Analysis
    3. Qualification in relevant discipline
    4. Excellent knowledge of MS Office, databases and information systems
    5. Excellent organisational and leadership skills
    6. Outstanding communication and interpersonal abilities

    Desirable:

    1. Previous experience operating within or delivering projects into Army functional commands.
    2. Project Management or Systems Engineering experience.
    3. Discipline expertise in the Defence Training System
