    We are seeking an evaluation specialist to lead a small team responsible for monitoring, evaluating and reporting on the Advance Queensland initiative and the state of Queensland's innovation ecosystem.
    As the Manager Evaluation and Insights, you will:

    • Lead and oversee the analysis, evaluation, monitoring and review of the Advance Queensland initiative and associated programs and activities, and the broader Queensland innovation system.

    • Provide advice and support on contemporary evaluation principles and practices to build evaluation capability, capacity, culture and skills.

    • Provide advice on and lead the development of appropriate methodologies, metrics and data sets, management systems and processes required to effectively evaluate innovation performance.

    The Innovation Division within the Department of Environment, Science and Innovation is focused on driving economic growth, job creation and better outcomes for Queensland through Innovation and leads the innovation agenda for the department.

    The Program Design and Insights team works across government to provide insights to help guide investment into the future through improvement of existing programs and designing new programs. The team also supports government in its reporting to stakeholders and the broader community about progress in driving innovation-led economic growth.

    The team is comprised of specialists in data and system analytics; evaluation; market research; program design and portfolio management, and works in collaboration with staff across the division, the department and broader innovation system stakeholders to measure, monitor, assess and inform their work.

    As the Manager Evaluation and Insights, you will lead a small team of specialists to monitor, evaluate and report on the Advance Queensland initiative and the state of Queensland's innovation ecosystem.

    • Lead and oversee the analysis, evaluation, monitoring and review of the Advance Queensland initiative and associated programs and activities, and the broader
    Queensland innovation system.

    • Undertake, commission and/or oversee evaluations of the Advance Queensland initiative and associated programs and activities, assessments and analysis of Queensland's innovation system, and other key evaluative and data management projects.

    • Provide advice and support to Advance Queensland program leaders and other relevant stakeholders on contemporary evaluation principles and practices to build evaluation capability, capacity, culture and skills.

    • Provide advice on and lead the development of appropriate methodologies, metrics and data sets, management systems and processes required to effectively evaluate innovation performance.

    • Lead the preparation of executive correspondence and briefing notes, agenda papers, reports and provide accurate and timely reporting to senior management.

    • Foster a workplace culture that supports and promotes the interests of First Nations people and actively engage through our work to contribute to better outcomes for First Nations people.

    This position requires:

    • Demonstrated experience in designing and implementing measurement and evaluation or impact assessments across complex programs of work and/or diverse organisations.

    • Significant experience developing quantitative and qualitative data collection tools and analysing data, and experience using statistical and data collection software.

    • Strong analytical, strategic planning and organisational skills.

    • High level leadership capabilities with proven ability to deliver successful outcomes in a complex and agile working environment.

    • Experience in benefits management, return on investment and financial assessment of significant projects and programs.

    • Demonstrated experience and skills in managing a team, including the ability to delegate to and empower team members.

    • High level communication, interpersonal and negotiation skills to liaise, consult and maintain positive relationships with a range of internal and external stakeholders.
