    Who we are

We work flexibly and remotely, using our workspaces in Footscray and Ballarat for onsite collaboration. We have a mature digital services platform of contemporary cloud-based infrastructure, technical architecture and scalable and reusable common capabilities, with real-time integration into agency legacy systems. We use a range of market-leading technology, such as AWS, Salesforce, , React, MuleSoft, Sitecore (.NET), HTML/CSS/JavaScript, and Java. From a Salesforce point of view, we use areas such as Service Cloud, Experience Cloud, Omni Studio and Public Sector Solution.

    Service Victoria is an Administrative Office attached to the Department of Government Services (DGS). DGS was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government.

    Service Victoria and DGS are bringing important day-to-day services together in one department to make things easy and seamless for Victorians and businesses.

    The Technology Group within Service Victoria sets direction, governs, builds and manages the technology underpinning the digital services we provide to citizens.

    The Technology Group is comprised of Technology Architecture, Software Engineering functions, Information Security, Infrastructure and Service Management.

    About the role

    In this role, you will oversee a team of developers tasked with creating innovative digital solutions for Android and iOS mobile platforms. The ideal candidate will demonstrate proficiency in managing people effectively and a comprehensive understanding of the intricacies involved in mobile development. Additionally, a proven track record in implementing agile delivery methodologies and exceptional communication abilities will be crucial for success in this position.

    Key Accountabilities

    • People Management
      • Lead and mentor a team of software developers, fostering a collaborative and high-performing work environment.
      • Provide guidance, support, and feedback to team members to facilitate their professional growth and development.
      • Conduct regular performance evaluations and establish career development plans for team members.
    • Agile Delivery Planning
      • Develop and execute agile delivery plans in coordination with cross-functional teams, ensuring alignment with project goals and timelines.
      • Facilitate agile ceremonies such as sprint planning, daily stand-ups, sprint reviews, and retrospectives to drive efficient project execution.
      • Monitor project progress, identify risks and dependencies, and proactively address any impediments to ensure timely delivery.
    • Stakeholder Collaboration
      • Collaborate closely with product managers, designers, and project managers to gather and prioritise requirements for mobile application features.
      • Work collaboratively with stakeholders to define project scope, objectives, and success criteria, ensuring alignment with business goals.
      • Facilitate communication and manage expectations between technical and non-technical stakeholders throughout the project lifecycle.
    • Solution Alignment with Architecture
      • Engage with architecture teams to understand architectural principles and guidelines, ensuring that mobile application features adhere to established standards.
      • Collaborate with architects to evaluate proposed solutions' technical feasibility, scalability, and performance implications.
      • Ensure alignment between project deliverables and enterprise architecture vision, leveraging architectural best practices to drive solution design and implementation.
    • Continuous Improvement
      • Champion continuous improvement initiatives within the software delivery process, identifying opportunities to enhance efficiency, quality, and delivery effectiveness.
      • Foster a culture of innovation and learning within the team, encouraging experimentation and adoption of new tools, technologies, and best practices.
      • Proactively gather feedback from stakeholders and team members to identify areas for improvement and implement actionable strategies for optimisation.
    • Quality Assurance and Compliance
      • Collaborate with quality assurance teams to define testing strategies, ensuring comprehensive test coverage and adherence to quality standards.
      • Ensure compliance with regulatory requirements, industry standards, and internal policies throughout the software development lifecycle.
      • Implement robust quality assurance processes and procedures to mitigate risks and deliver high-quality, reliable software solutions.

    Experience and qualifications.

    Mandatory requirements

    1. Minimum 4 years of experience in a delivery lead, preferably in a mobile development environment
    2. Ability to facilitate Agile ceremonies effectively, including sprint planning, daily stand-ups, sprint reviews, and retrospectives
    3. Demonstrated experience leading, mentoring and coaching a team of technical specialists, directly or indirectly, and embedding a culture of continuous improvement.
    4. Experienced working in a fast-paced and dynamic environment, demonstrating flexibility and agility in response to evolving project needs
    5. Strong interpersonal skills and emotional intelligence to resolve conflicts and build a positive team culture

    Desirable

    1. Industry-based accreditation such as ITIL or SAFe.
