    Purpose

    This position will be responsible for the supervision of the Development Assessment Planning Team, comprising 9 staff and act as the principal assessment officer.

    This role requires strong and effective leadership through ensuring the efficient operations of the Planning Team to meet the obligations of the Council, as required under the PDI Act 2016.The position supports the obligations and requirements of the Unit Manager – Planning &Development, Marion Council Assessment Manager and operations of the Marion Council Assessment Panel, as required.

    Strong communication skills and ability to maintain solid relationships with internal and external stakeholders will be vital to this role.

    As a leader of the organisation, you will have the customer, community and safety at the forefront of all you do, to provide the highest level of service both externally and internally.


    • Allocating duties and setting priorities for the Planning Team.


    • Undertake the assessment of planning applications against relevant planning legislation and exercise appropriate delegated authority for the issuing of planning decision.


    • Assist in the preparation of assessment reports to the Marion Council Assessment Panel (CAP).


    • Provide support to the Unit Manager – Planning & Development and Assessment Manager.


    • Foster and lead a team culture focused on efficiency, meeting legislative timeframes and ensuring positive development outcomes.


    • Promote and deliver strong customer service to external clients and internal departments.


    • Provide effective coaching, mentoring and support to develop team members.

    Person Specification


    • Advanced communication skills both written and verbal.

    Qualifications


    • Obtained a degree or certificate in Urban & Regional Planning (or equivalent).
    • Holds, or has the ability to obtain, Planning Level 1 Accreditation pursuant to the

    Accredited Professional Scheme (PDI Act 2016).

    Skills, Knowledge & Experience
    • Comprehensive knowledge of the Planning, Development & Infrastructure Act 2016,

    Regulations and Planning & Design Code.


    • Lead change to business operations and strategy implementation.


    • Effectively manage employees through continuous support and performance improvement.


    • High level of customer service delivery and stakeholder management skills.


    • Comprehensive knowledge in management of strategic programs to achieve desired outcomes.


    • High level of knowledge and advanced experience in urban planning matters.


    • Demonstrated understanding of financial principles to manage budget requirements.


    • Effective time management skills and flexible to changing priorities/ environments.


    • Ability to delegate work and provide positive direction to staff.


    • Ability to meet deadlines.


    • Sound report writing skills and ability to summarise outcomes.


    • Demonstrated agility with change across an organisation.


    • Proven knowledge and experience of IT competence including willingness to learn new technologies and systems.


    • Proven ability to express empathy and resilience through leadership and to all stakeholders.

    Standard conditions


    • Satisfactory completion of a National Police Clearance (will be arranged by the City of Marion)


    • Satisfactory completion of applicable Medical Assessment (will be arranged by the City of Marion)


    • Must be either an Australian resident or possess the legal right to work in Australia, with the ability to provide documentation of a valid work visa.


    • Comply with existing Work, Health and Safety legislation and regulation obligations and apply "Think Safe Live Well" philosophy.


    • Embrace ethical and moral behavior and report any suspected instances of fraud and/or corruption in accordance with Fraud and Corruption Management and the Code of Conduct.


    • The incumbent will perform other duties as required.

    Other conditions specific to the role


    • Driver's licence (car).
    • Ability to climb ladders and work at heights (for site inspections).
    • Occasional out of hours site inspections, training or other duties.
    • Regular attendance at Council Assessment Panel meetings beyond normal 38 hour

    working week, and at occasional Council meetings.
